Beginning with the March, 2006 District Board Meeting, District Chief Reports will be available as PDF files. This prevents a duplication of effort on the part of the CS Staff in presenting the reports. Wadsworth on 7 Jan., which was very informative and interesting. I believe this should be repeated quarterly and could possibly be held after the District meeting. It was decided that we would have a one hour seminar at the District Conference in March, for RCOs and DCPs, on the role of the SLO/LLO. They will send me an outline on same and I will submit a seminar program to D1sr for review. Since this is the start of the New Year and is a very short time frame, I have not required that the SLO/LLOs submit an activity report. End of report DEPARTMENT OF HOMELAND
SECURITY From: Lawrence Sheldon Subj: June 2003 DDO Report 1. During the second quarter I coordinated efforts of the SLOs/LLOs including activities leading up to the issue of Safe Boating Week Proclamations by various governmental agencies. The Governors of New Jersey and New York issued proclamations as did a number of County Executives and Mayors. 2. Met with Anthony Lorenc, Division Chief 1(S) to assist in the preparation of a hand book for SLOs. A work in progress of epic proportions, which when edited will provide State Liaison Officers with all the information they will need to execute a professional program. Met with Lorenc who is preparing a document for National about the benefits of employing DDOs in the SLO/LLO program. 3. New York State: The legislative session has ended. A legislative update is forthcoming. Two Auxiliary Facilities provided assistance at a marine law enforcement school for Police Cadets attending the New York State Park Police Academy. 4. New Jersey State: The NJ SLO has been cultivating the New Jersey
State Police (Marine Division) and has established a strong working relationship
with the officer in charge. At this time he receives referrals from NJSP
Headquarters relative to potential students looking for classes, folks
asking to join the Auxiliary, and lost boating certificates. He plans
on visiting the various field commands to introduce the OICs to Auxiliary
capability 6. Connecticut State: The State of Connecticut and the Coast Guard Auxiliary are close to signing a Memo of Understanding relative to Vessel Safety Checks. The Connecticut MOU is different from other MOUs since it allows local police departments to participate. A BUI law has been passed and becomes effective 1 October 2003. The State DEP will set regulations determining how long a Boating Certificate will be suspended and how it will be returned in the event a BUI conviction is handed down. The Connecticut SLO/LLO is monitoring progress of a possible aquaculture project which might impede navigation in two large areas off Westport, Connecticut. 7 DSO-CC: While the programs under the DSO-CC are mandated by the Coast Guard, Ray Birnbaum continues to direct, motivate and manage the most successful CC Program in the country.

1. I attended "N" Train in St. Louis. Since there was no seminar for State Support, I filled in for the DSO-MS who could not attend. The material I received was mailed to Denise Castrogiovanni after my return. I hope it is helpful or her District presentations. 2. I have been in contact with three of my State Liaison officers. I received reports from William J. Craig in Vermont, Steve Biro in Connecticut and Ton Venezio in New York. I did not get a report from Harold Harris in New Jersey. 3. The Coast Guard Mutual Assistance Program is under way at the materials should be sent to Flotilla Commanders. The goal on a National basis is about $2 per person, on average. If each Flotilla, Division and District makes a small contribution along with the individual members, the goal should be reached and exceeded. The CGMA program will accept checks, money orders and most major credit cards. 4. The problem with Connecticut appears to be fixed, as the latest addition of the CG Aux Sailing Course will be approved by NASBLA. 5. I am looking forward to serving the District in this new position. I will be attending N-Train in my new capacity. I wish everyone a Happy and most of all, healthy New Year. 2. Communications have been established with my four State Liaison officers. 3. I noticed that the District Minutes from the September, 2001 Board Meeting did not mention any reports from the SL's. I would like to see a reference to their reports in the future. 4. I have also been placed in charge of this years Coast Guard Mutual Assistance program.
