Beginning with the March, 2006 District Board Meeting, District Staff Officer Reports will be available as PDF files. This prevents a duplication of effort on the part of the CS Staff in presenting the reports.

The ATONS program is progressing well, Training will be starting in April with all ADSO's having cleared their training materials with their respective ANTeams. Kevin Redden, Jim Reznik and I are working on the Bridge program and are close to having the necessary forms set up and are trying to get a presentation or briefing ready for the Conference. I think we will be having an extremely successful ATONS season. the Members have been showing a lot of interest in the program and some of the ANTeams have expressed interest in the Bridge program and look forward to its implementation.

SUBJECT: AN Quarterly Report – 10SEP05 UPDATE SINCE 18JUN05

1. District AN Goals for 2005 - Update

a) Continue our aggressive A/PATON reporting program: Requests from the the various ATON Teams have been distributed by the ADSOs to the various Divisions.

b) Improve the implementation of our reported activity in the Coast Guard database by direct communication with the various AN Teams by the ADSO. This is to include ADSO direct entry of the reported PATON data. Changes have been implemented in SECNY-N and SECNY-S.

c) Improve the entry of our activity into AUXDATA and the effectiveness of the current AN staff in getting the information into AUXDATA -The Paperwork process flow needs improved communication between SO-AN and SO-IS to help the membership in getting AUXILIARY credit for their efforts into our database. Changes have been implemented in SECNY-N and SECNY-S. The numbers actually in AUXDATA, show a significant reduction in the numbers recorded. Situation and reasons under evaluation.

d) Establish and organize an 01SR Bridge Checking program consistent with 01NR and meeting the needs of the Coast Guard Office of Bridge Administration. Position staffed and communications underway with Gold side. However, little activity documented in AUXDATA.

e) Provide district membership better administrative and training support in order to allow them to effectively conduct AN activities. (In 2004, 86 of the 319 Aids Verifiers in 01SR recorded activity into AUXDATA. I believe many more actually conducted AN activities but that activity was not entered in the AUXDATA. We need to get our current verifiers to be more active and train others wanting to serve. Still under review and evaluation by District staff. Historically, members do not submit reports on ATONs in timely manner so expect some degree of lag exists in recorded data.

f) To get every AN Staff Officer in First Southern active in one of the ATON programs – ATONs, PATONs, Bridges, or Chart Updating: Area of interest shows a significant decrease in participation.

g) Develop District AN web page to serve the membership at large:. No progress in this area.

h) Inability for DSO-AN to support and help challenge this area has had a significant impact on the total area performance. Although many personal reasons exist for this failure they are not a excuse. This area has not been served well by the current DSO-AN. The DSO-AN will not be continuing in position, if asked.

1. Update on 2005 appointments of ADSO-ANs –

a) The open position of ADSO-AN SECTOR-N has been filled by Eugene Romanick. ADSO-AN GRU-MOR remains Open and is advertised on the web. Interested members should contact me. In the interium Mel Levin is helping out in GRU-MOR.

e) Provide district membership better administrative and training support in order to allow them to effectively conduct AN activities. (In 2004, 86 of the 319 Aids Verifiers in 01SR recorded activity into AUXDATA. I believe many more actually conducted AN activities but that activity was not entered in the AUXDATA. We need to get our current verifiers to be more active and train others wanting to serve. Still under review and evaluation by District staff

f) To get every AN Staff Officer in First Southern active in one of the ATON programs – ATONs, PATONs, Bridges, or Chart Updating: Too early to assess effectiveness of changes

g) Develop District AN web page to serve the membership at large:. No progress in this area. I need help with this web interface.

a) Continue our aggressive A/PATON reporting program (2004 AUXDATA recorded activity - 190 mission hours in 173 separate missions, with 635 A/PATON reported Verified, 522 A/PATON reported as Discrepant).

b) Improve the implementation of our reported activity in the Coast Guard database by direct communication with the various AN Teams by the ADSO. This is to include ADSO direct entry of the reported PATON data. Changes under review and discussion with active duty side.

c) Improve the entry of our activity into AUXDATA and the effectiveness of the current AN staff in getting the information into AUXDATA -The Paperwork process flow needs improved communication between SO-AN and SO-IS to help the membership in getting AUXILIARY credit for their efforts into our database. Changes under final review with active duty side. Need to improve communication timing and AN contacts through effective use of email and web site.

d) Establish and organize an 01SR Bridge Checking program consistent with 01NR and meeting the needs of the Coast Guard Office of Bridge Administration. The new position of ADSO-AN-BRIDGE to focus our efforts in this specific area of AN is under review by District and active duty side.

e) Provide district membership better administrative and training support in order to allow them to effectively conduct AN activities. (In 2004, 86 of the 319 Aids Verifiers in 01SR recorded activity into AUXDATA. I believe many more actually conducted AN activities but that activity was not entered in the AUXDATA. We need to get our current verifiers to be more active and train others wanting to serve. Under review and evaluation by District.

a) Mssrs. Melvin Levin and James Reznik have agreed to continue in their roll as ADSO of GRU-LIS and SECTOR-S respectively. The open positions of SECTOR-N and GRU-MOR will be advertised on the web.

Of that 17 SO-AN, However, only 4 have recorded AN activity in AUXDATA for 2004. The Paperwork process flow needs improved communication between SO-AN and SO-IS to help the membership in getting their efforts into our database.

d) Establish and organize an 01SR Bridge Checking program consistent with 01NR and meeting the needs of the Coast Guard Office of Bridge Administration. Initial Bridge Checking Training to be conducted by the DSO-AN during Awards Conference in March.

e) Provide district membership better administrative and training support in order to allow them to effectively conduct AN activities. (In 2004, 86 of the 319 Aids Verifiers in 01SR recorded activity into AUXDATA. I believe many more actually conducted AN activities but that activity was not entered in the AUXDATA. We need to get our current verifiers to be more active and train others wanting to serve.

Dear Bill,

The PATON Program has been coming along in good fashion throughout the entire District. All of my ADSO's are right on top of the program and the lists have been distributed to the DSO's and most of the SO-AN have received the lists for their AOR. We have been training people here on long Island and have Trained 36 new Verifiers this spring. Some of the ADSO's are having trouble getting their people trained due to the fact that there are no set criteria for Verifier training. I have told them to get in touch with their AN Teams for training information. When I am sure that the program is working properly I will start working on a training program that we can use in 1SR. We definitely need one with provisions for a Test and yearly re qualification.
We have introduced a new PID form that will be used throughout the District. This form will save time and paper plus they can be used in the file system at the AN Team's to up date the files and the Light list. It is important that this new form be filled out for every PATON because the program has been in such disrepair throughout the District.
We also found out that a big bottle neck exists at the AN Team because they do not have the personnel to do the paper work involved with the file system and the Light List. In order to alleviate the problem we are asking Auxiliary people to pitch in at the AN Team offices. So far we have one person each at GRU/MOR and ACTNY/S.
Getting the Paton program up and running has been a huge task that could not have gotten this far without the efforts of my ADSO's and the large amount of help that we received from the Gold side.

Getting started in my new position as DSO-AN has been a challenge. It looks like things are coming together now and I look forward to the upcoming boating season and a successful year for Aton Verifer qualified members. One of the things that I hear from the Gold Side is that they need help with the paperwork involved with ATON/PATON inspections and would welcome any help that they can get from the Auxiliary. Maybe the SO-AN's can check with their ADSO and see where they can be of assistance.

It looks like Act NY/ S, GRU/MOR and MOS/LIS ADSO"s have their areas on line for 2004 But we have no ADSO for Act NY/N so there is a lot to be done up North.

The new ATON/CU study guide should be out this Spring, it will be the first revision since 1995. One of the major changes is the instructions for entering ATON/PATON & Bridge information into Auxdata using the ANSC 7030 form. 2003 was the first year of using this method to keep track of the Verifiers work and the Awards will be given out using Auxdata information.Unfortunatley not all of our people made their entry's this way and there may be some people disappointed. now is the time for all of the SO-AN's to ask for help frim thier ADSO so that this information is given at the AV workshops.

There have been some changes to the #5474(AUX) form this year,there is a row for putting in the District, Division, Flotilla and the AV's Member number near the top of the form . There is a new improved method of reporting unlisted and uncharted aids. New from NOAA-NOS the Coast Pilot Nautical Books are available online. All nine volumes are available at http://nauticalcharts.noaa.gov/nsd/cpdownload.htm

Also changeing in the near future will be the reporting system for NOAA. The Form77-5 will be replaced by a web site that will allow us to enter the information ourselves. the form will be automaticly forwarded to the
DSO-AN's computer and then routed directly to NOAA.
