Subject: Quarterly Report
Group Moriches Auxiliary got off to a good start with all 3 Divisions
engaged in winter operations. After the 22 January patrols we had to
cancel operations due to heavy Ice conditions, however we were able
to
start up again as the Ice has just about disappeared. The PE classes
for
2005 have started up and the Flotillas have reported good attendance
levels.
We have had a setback as the DCP-18 was forced to resign due to family
problems. I have asked the VCP to take over and assume the everyday
functions of running the Division. Bob Ettl Agreed and is now the acting
DCP-18. I am sorry to say that the change came so close to this meeting
that Bob had previous job commitments that would not allow him to be
in
attendance. Division 18 is being represented at the meeting by IPDCP-18
Jim Cornell. If all goes as planned we should be able to have an Election
in April at which Bob Ettl will be running for DCP-18 and I feel that
he
will be the winner.
We had our first Captains meeting with DCP's, VCP"s, SO-OP's,
Air
flotilla FC, Air Liaison and CWO Tollifson the OIC of Station Fire
Island
all in attendance. The topic of discussion was the sharing of training
between Division,s 1, 13 and 18 to be able to have a true Group Moriches
Auxiliary, with our members being able to operate efficiently in any
AOR
in the Group. also discussed was the joint operations between the Air
Wing and the Surface Facilities. CWO Tollifson brought up Night Operation
training for coxswains as an important part of the training. If there
is
a need for an emergency call out night operations would be necessary.
The
plan would be to have Aux. Coxswains go out on Coast Guard platforms
when
they are doing night SAR practice. We have set 29 March for a follow
up
meeting as every one is committed to this program.
All Divisions are actively working on Recruitment and Re tension programs
in an attempt to fill the vacancies in their Divisions most plans include
a Power Point presentation for use at PE and PA events. we are also
looking to the DSO-PS for help with this endevor.
All of the AID Verifiers are chomping at the bit waiting for the season
to start after having such a successful season last year with over
1200
Aids to Navigation Verified in Group Moriches.
The Aux Firearms Coaching Unit for Group Moriches Formed under the
watchful eye of our IPRCO Harvey Miller started operations last October
and will be resuming operations as soon as the weather permits.
The Port Authority PD training will be starting this spring spearheaded
by DCP-13 Hal Marshall. Hal has been in touch with the PAPD and he
will
be expanding the program to include IT and PWC operator Training.

The amount of hours that were spent in support of Coast Guard by the
members of Division's 1, 13& 18 in the year 2004 were absolutely
outstanding. We are looking for ways to increase that level of support
in
the year 2005. Division 1 has a new Captain, Paul Steinberg and Division
18 has a new Captain, John Molfetta. I welcome them to the District
Board, Hal Marschall Captain of Division 13 along with Paul and John
have
set new goals for2005 and are all actively looking for ways to improve
the performance of their Divisions. Here are some of highlights of
2004
Jones Beach Station Hosted a communications weekend that was attended
by
Divisions 1 & 13 And along with the station personal they erected
antennas and set up communication equipment and contacted people and
stations all over the world. This was a great weekend and showed how
well
all of the personal worked together and enjoyed the experience.
Division13 tested their Emergency Response Plan with an unannounced
call
out on Oct 30 The scenario was an "Imaginary" Debris Field
and It was a
total success with both Auxnet and VHF communications were used . 2
vessels were dispatched and 1 vessel was manned and standing by.
5 Fixed Land Stations and 5 land Mobil Responded with one of the fixed
stations opening on Auxiliary Power.
The Atons program got off to a good start and all 1200 Aids were verified
before the end of the SAR season.
All of the Divisions increased their Numbers in OPs, VSCs, PE. MT.
We
feel that these programs were a Factor in lowering the Boating Death
Rate
for the Groups AOR to ZERO DEATHS.
All Divisions are now engaged in winter operations with Division having
starting in December with one boat out every weekend and Div 1 &
18 are
meeting the requirements of their respective Stations./
Division 18 was able to increase their support at station Shinnecock
with
4 Cooks 3 Watchstanders 2 CG Boat Crew Members and 1 member working
in
the Engineering Department.
A new program was started on long Island under the leadership of IPRCO
Harvey Miller. under this program the Auxiliary will supply Firearms
instructors to the Coast Guard Firing Range. Although the program is
just
starting Harvey has started qualifying Auxiliarsts to man the Range.
This
is a new area For the Auxiliary to support the Coast Guard

1. A Pre-ops meeting was held at USCG Station Fire Island
on 25 May. It was attended by Group Moriches senior officers including
the Group Cdr., representatives from all USCG Stations in GruMor AOR,
DIRAUX and the OTO, DCPs, VCPs and staff officers from Div. 01,13,18
and myself. Topics included: CG expectations of the Aux. in upcoming
operations including regular SAR and MDA patrols plus potential needs
at the Republican and Democratic Conventions, the operational strength
of each Division, fuel management and claims procedures for OPFACs,
review of the winter ops program, review of requests for additional
operational equipment and the status of the Aux. Firearms Training
Program. The entire meeting was well received and informative to all.
A post-ops meeting was scheduled for end of Oct.
2. A major feature article on the Auxiliary’s involvement in
the GruMor AOR appeared in the 23 May 2004 issue of the N.Y. Times
(Long Island Section). It featured interviews with the Group Cdr.,
Station Fire Island CO, RCO GruMor, DCP 01, a Div.01 Winter Boat Crew
and other Aux. members of Div.01. The article was very informative
and positive of the Auxiliary role in support of the USCG.
3. Div. 01 reports:
a. Operational readiness is at an all time high with: 38 fixed and
mobile communications units including 4-wheel drive; 64 OPFACs; 46
coxswains and 114 crew.
b. Cold weather ops has been going strong throughout the entire winter
with one
patrol on most weekends.
c. CG Station Fire Island direct Aux. support totals now at 16 members
(comms watchstanders, 01 JOOD, 02 CG qualified crew; 01 DC asst.; 01
engineering asst.; 01 food service asst.) plus 3 break-in watchstanders.
d. Vessel examiners now total 67 members.
e. PE is going strong with 55 qualified instructors and most classes
filled to capacity.
f. Training has been ongoing for advancement, requalifications and
new members and will continue throughout the year.
4. Div.13 reports:
a. Div. operational readiness includes 35 Coxswains, 57 Crew, 54 OPFACs,
winter ops 02 OPFACs and 14 crew, 21 Land and fixed radio facilities.
b. CG Station Jones Beach direct Aux support includes 03 watchstanders
plus 04 trainees and 01 JOOD.
c. The Div. has been very active in member training including Auxop
courses, winter ops training,TCT workshops, VSC workshops, ATON workshops,
AUXNET drills.
d. A big push was made to do more VSCs with the use of an incentive
in the form of a contest which significantly increased results.
e. The Div. was actively involved in the Blue Angle Air Show at Jones
Beach
supplying 06 OPFACS for security patrols.
f. A meeting was held with high level personnel from the Nassau County
PD to
discuss the Div. participation in STARCOM Task Force.
g. The Div. has been very active in PE to date with additional courses
scheduled
during the summer and early fall.
5. Div. 18 reports:
a. Cold weather ops went well with consistent patrols throughout the
winter. The team consists of 06 members and 03 OPFACS.
b. A Regatta and SAREX combination are planned for the near future,
with 06 OPFACs participating.
c. All members who desire to work at a Station will go through a screening
process.
d. 04 members are currently working at Station Shinnecock as cooking
assistants and 02 are comms watchstanders at Station Shinnecock and
Montauk with more in training. GruMor has 01 engineer.
e. An Honor Guard has been created for ceremonies and parades.
f. Pe classes are expected to increase about 30% and VE is going very
well.
g. 70-75% of the Div. has completed fingerprinting.
h. GruMor has accepted the “adopt a lighthouse” project
for Long Beach Bar.
i. Plans are being made to visit about a dozen marinas to give VEs,
lectures and meet the public.

1. I attended the Change of Command Ceremony at Group Moriches on 06
August 2003 and look forward to working with the incoming Group Cmdr.
2. In order to be better prepared for winter ops, I have requested 06
additional Dry Suits from Group Moriches, which has been ordered with
their regular allotment and should arrive this fall. They will be distributed
to Div. 01, 13, 18.
3. A comprehensive "wish list"
of equipment, that is essential for Aux growth and retention, has been
prepared and submitted to DIRAUX. This list could be used as a guide
for the entire District and consists of such items as: Dry Suits, Mustang
Suits, Pumps, SAR vests, EPIRBS, First Aid kits, Radios, OPFAC SAR
kits, PFDs, Winter Ops Vessels, OPFAC maintenance and MDA Land Patrols.
4. The Long Island Maritime Museum has offered space for a Coast Guard/Auxiliary
display at their Sayville Facility. Fred Carucci IPRCO has agreed to
head up a committee to facilitate the acquisition of materials for an
exhibit and will be working with all RCO's and the DIRAUX.
5. The Div COW is set for 25 Jan. 04.
6. Div. 01 Reports:
a. Year to date hours - MDA patrols 1952, Op support at CGSFI 1377, MT
1212, Admin 7073, PE 905 and PA 259.
b. 361 VFCs.
c. Missions completed - Recruiting 57, SAR 26, MEP 18, Aux Net Radio
05.
d. An extensive SAR EX and B-0 weekend was held at Station Fire Island
on 15, 16 17 August. This consisted of an Aux. Vessel stationed around
the clock at CGSFI with Communication Watchstander manning the watch.
The SAREX consisted of 09 vessels and 55 members participating in 04
SAR exercises. This was all accomplished at the same time regular weekend
Safety/MDA patrols were being run and was a true demonstration of the
enormous capabilities the Aux has to back-up Station Fire Island.
7. Div. 13 Reports:
a. Increased activity in the areas of: MT, VE, MDV and PE as well as
regular patrols has this summer efforts to better serve Station Jones
Beach and GRU MOR.
b. All goals for Patrols have been met and training missions have occurred
approx. twice a week.
c. One Coxswain and one Crew have newly qualified and two candidates
for Coxswain and three Crew should finish their quals in the next few
weeks.
d. Preparations are being made to attend for the popular TOBAY Boat Show
in Sept., a very good source of students for BSS courses.
e. Winter ops training will be starting soon, with an expectation of
10 more members qualified.
8. Div. 18 Reports:
a. A SAREX is scheduled for late August with at least 01 boat from each
flotilla.
b. A Small-Boat Risk Assessment worksheet has been developed and will
be filled out by the coxswain prior to going out on patrol. This will
help evaluate the risk and guide the decision making process.
c. 03 new Station Watchstander are in training.
d. 03 Coxswain and 06 Crew are in training and should be qualified in
late Sept.
e. A harbor safety workshop was held and well attended on 29 July.
f. A PATON verification workshop was held on 19 Aug. at Station Shinnecock.
g. Staff meetings between Div. and Flotilla staff will start on 28 Aug.
and all Div staff are requested to visit each flotilla at least once
a year.
h. Various workshops are scheduled starting in Sept.
i. Membership throughout the Div is increasing including 03 pilots and
02 on the way.
j. The membership has been very active in all Aux programs.
k. The Div COW is set for 14 Dec. at the Air National Guard Base.

U.S. COAST GUARD AUXILIARY ACTIVITIES REPORT
GROUP MORICHES, NEW YORK

Subject: January 03 Activities Report
Date: 06 Jan. 03
1. Emergency Response Plans for Div. 1, 13, 18 are being updated and
will be distributed when available.
2. Although Dry Suites have not arrived as yet, a qualification and training
program is being developed, which will be implemented when the equipment
arrives.
3. Our first DCP/VCP meeting is scheduled for 15 Jan 03 at USCG Station
Fire Island, at which we will discuss goals and plans for the coming
year, and how the three
Divisions can work more closely together.
4. Emphasis will be put on finishing Operation Patriot Readiness in the
early part of the year.
5. Division 01 Reports:
A. First priority for 2003 is overall readiness, with emphasis on training.
B. The Division Special Events Unit, consisting of 12 boats and crews
continues to be ready.
C. The Div. Emergency Response Plan is complete and has been dispersed.
D. The Recruitment and Retention Team continues to function.
E. Direct Station Operational Support continues at a record pace and
includes: 10 Comms. Watchstanders, 01 JOOD, 02 CG Qualified Crew, 01
Engineman Assistant, 01 Damage Control Assistant, 01 Food Service Assistant
and numerous grounds and computer assistants. An increase of Watchstanders
to a total of 25 is planned.
F. The over 300 members include: 49 Coxn, 102 Crew, 07 CG qual.
Pilots, 95 Instructors, 95 Ves, 21MDVs.
6. Division 13 Reports:
A. Results for 2002 are: VEs 737, MDVs 122, PE Classes 123, Adv. Nan.
Classes 02, GPS Courses 03. A 15% increase is planned for VEs.
B. Plans call for training Comms Watchstanders and JOODs with a goal
of adding =04 watchstanders this year.
C. Member training will start 05 Jan. at Station Jones Beach and will
continue to boating season. D. 04 boats with 11 crew are available for
winter ops. and are awaiting proper equipment.
E. Plans are being made to work more closely with Div. 01, 18.
7. Division 18 Reports:
A. The Division has recruited 35 new members and has plans to increase
membership, retention, training and activities in the coming year.
B. 01 boat with crew is available for winter ops.
C. Due to the increase in qualified crew and new members, an increase
in patrols is expected for 2003. D. VEs are expected to increase at least
by 10% in 2003.
E. Currently there are 02 qualified comms watchstanders with plans for
02 more during the year.
F. Plans call for a closer working relationship with Div. 01, 13.
