1. June 30, 2005 I attended the Sector Command Change for Station Burlington
to the Northern New England, Portland ME
2. July 4-Attended Station Burlington Fellowship & fireworks patrol
3. July 29- I attended Boat Crew Training Flotilla 1509
4. July 11, 12, 13 – I attended Women’s Leadership Conference
in Washington DC.
5. July 21-24 Cape May ISAR - I attended the competition.
6. July 31- Aug. 3- I attended Boston Lighthouse for Duty
7. August 6- I attended the Rendezvous CT- SECT-Long Island Sound
8. August 17- Chief Joffe- Retirement at SECTNY
9. Sept. 1-4 -I attended NACON Conference
1. Division 20 held a Boat Crew Academy-extensive training was done for
members of Division 20. There were about 5 facilities on hand and about
25 members attending the day long session.
2. Division 15-had their Division picnic with active duty Station Burlington
and was very well attended. Division 15 members helped to support Station
Burlington with July 4th events including a fireworks patrol.
3. Division 5 is presently hard at work with recruitment of new members
and also working hard to establish a new Flotilla-this continues to be
a work in progress.
They have been working very hard on Boat Crew Training, with many members
gaining Coxswain quals or Boat Crew status.
4. I am proud to announce that Division 10 has once again been able to
claim the Boat US award for Flotilla of the Year- going to Flotilla 10-13.
FC John Yskamp will accept the award along with VFC John Malool at NACON
in Orlando Florida.
5. Division 6-reports 52 training and safety patrols during the month
of June. They have participated in an impressive-Emergency Exercise Drill
on July 9- with lots of press. Boat crew training continues throughout
the summer.

Boat Show Display Booth.
Feb 19-20-21 On duty at Boston Light House,
March 3- Plan on Attending the DHS Dinner
1. Plans for the display booth continue with design and content meetings
with sub committee for design, T. Venezio, G. Venezio, S. Ackerman. Initial
plans have been sent to Skyline display and continued development in
progress.
2. Update meeting for the MDA Program for ACTNY-N at Fort Wadsworth
with ACTNY-N and ACTNY-S group happened with about 30 people in attendance.
We outlined plans to map out program for the year for each Division.
3. I have worked extensively with Bill Tooker to get Auxdata records
updated for Division 5 as they were in an emergency situation in regard
to not having member’s activity put into Auxdata as they lost their
Division 5, SO- IS Officer this year.
4. I have worked with Steve Ackerman to help develop conference session
for the
MDA Program at the District Conference, and have also coordinated with
Rod Halsted to formulate a training Program for Division 15.
5. I helped coordinate an ice breaking trip with Curt Barthel from ACTNY
On the MURO Bay with 10 members from my AOR. The trip was a reward program
to thank members from my AOR who have participated in many activities
in the AOR.
6. I have consulted with LT. St Jeanos ACTNY to send some members from
our AOR to Orlando to attend the Coastwatch Program and bring information
back to help train folks in our AOR. I was suppose to attend but flights
could not be arranged. RCO-ACTNY-S and Sal Arico went to the training.
7. I am presently working on a Powerpoint with RCO-1NR Eunice Bloomquist
to develop a Powerpoint to acquaint the Active Duty Coast Guard to the
Auxiliary. We will most likely finalize it at the 1NR Conference in April.
8. I am coordinating and sharing resources and plans for upcoming Fleetweek
with RCO-ACTNY-S.
9. I am working with the OTO Mark Ferreira to share and revise map of
territories as they relate to ACTNY-N and S, for use in developing the
MDA Program for ACTNY, and the Maritime Domain Awareness Program. Several
omissions and errors have been found.

New York City Boat Show-
2. Division 10 went to the CO of the Katherine Walker,,
to provide a luncheon to the CO and crew for their help and support for
the Burial at Sea for Frank Longeden
3. I had a Captain's Meeting immediately following the Dec. Leadership
Conference in Mystic.
4. MDA Program is in it’s final approval stage at ACTNY. CWO Barthel
will
Advise me when it is ready to be launched once again.
5. New York Boat Show dates Jan 1-9 2005. A big thanks to all who participated.
They did a wonderful job as always!
6. There will be a presentation for all DCPs /VCP’s ,MDV DSO,
and ADSO’s for ACTNY N & S, from ACTNY-N and ACTNY-S .Following
the District Board Meeting to explain changes to the MDA instruction
recently signed by Capt. Wiltshire. The MDA Coordinator Sal Arico and
the RCO- North and South will present.
7. A Brief Captains Meeting will be held following the Presentation.
8. I am presently planning on attending the remaining COW dinners- Division
20,planned for Sunday Jan 9, and Division 5 and 6 weekend of Jan 15.
9. Planning continues on the Weapons Coaching Project at Sandy Hook.
A meeting has taken place with POC Steve Kisver at Sandy Hook. Organization
is progressing and implementation should begin shortly.
10. On Dec. 15 RCO-N, RCO-S, and RCO-S-elect as well as the VCO-elect
met with Capt. Wiltshire at ACTNY. We discussed the MDA Program, Trident
Program, Emergency Response Plans, Coaching Program. We also talked about
way we can help with Critical Infrastructure Patrols, possible watchstanding
for command center, and Auxpal-Fitness Program Coordinator, Career Counseling.
These will become our working goals for 2005.

Listed below are most of the events and activities that I attended since
our last Board meeting. I must, however, highlight a couple of very significant
activities. The Boat Crew Training Academy held at ANT Saugerties for
was a huge success. Forty people attended for a great day of training
and fellowship. I am hoping to do an additional training day in Division
5 later this fall.
During the recent power failure, Dave Elliot and his communications
team did a super job on assisting with radio traffic for Activities New
York. I must also extend congratulations to Art Spinner of Division 6.
At the request of Activities New York, I contacted Art and asked him
to assist with CG radio traffic, as the CG high sites were down. Art
stayed on the air for many hours on the evening of the event and again
the following day. Bravo Zulu to all involved in this great Ops Support
effort.

Subj.: Update
The New York State Legislature is just beginning their new session so,
not much is happening at this time. Three bills, however, from last year
were signed into law by the Governor. The significant points of each
follows.
1- The law regarding Visual Distress Signals has been changed to more
closely parallel the the federal law. Now, every boat over 16 feet must
carry three current CG approved signals. The orange signal flag is no
longer required.
2- The requirement regarding the need to have a bell has also been changed.
Just as the federal law, NYS now requires the bell only on boats over
12 meters. (It was 26 feet in the past.)
3- Law enforcement officers now have the authority to terminate a vessels
voyage if there is a situation that is imminently dangerous (example,
no pfds). I was also informed that New York City will again host
a NSBC kick-off of National Safe Boating Week. Details will follow.
