- 67th Anniversary of the Coast Guard Auxiliary - Friday, 23 June marks the 67th aniversary of the founding of the Unites States Coast Guard Auxiliary. In the ensuing years, the Auxiliary has grown in both size and capabilities. Please joine me in reading these messages celebrating this day.

- Coast Guard Awarded Presidential Unit
Commendation - At the Commandant's Change
of Command on 25 May, 2006, President George
W. Bush presented to the Coast Guard the Presidential
Unit Commendation for actions taken during and
immediately after the catastrophic events of
Hurricanes Katrina and Rita. This is the first
time the Presidential Unit Commendation has been
awarded to the Coast Guard as an independent
service. Naturally, the Auxiliary is included.

- Coast Guard Leadership and Management
School - The Coast Guard is soliciting
Auxiliarists to attend three classes of the Leadership
and Management School (LAMS). This is a 5-day
resident course, and the classes will be held
at TRACEN Yorktown, TRACEN Petaluma and the Coast
Guard Academy. The Auxiliary is guaranteed three
slots in each class. Please read the message

- New Auxiliarist Of the Year Selections -
First District Commander RDML Pekoske has announced
the selections for New Auxiliarist Of the Year
from District one:

with Commodore Pendergast, D1 Northern Region
(D1NR) and Commodore Charles Sferra, D1 Southern
Region (D1SR), I am pleased to announce the
D1NR NAUXOY, Kevin Cady, of Flotilla 2-01,

- Commandant's message to the Auxiliary -
Admiral Thad W. Allen became the 23rd Commandant
of the United States Coast Guard in a Change of
Command Ceremony at Coast Guard Headquarters in
Washington, DC on May 25, 2006. Admiral Allen had
some special remarks for the Auxiliary:
“A special
message to our Coast Guard Auxiliary Members:
As the finest all-volunteer organization in
our Nation, I consider each of you an integral
part of our Coast Guard. We simply could not
meet the challenges we face or conduct the
missions we do on a day-to-day basis without
your selfless devotion to duty, as was so vividly
demonstrated most recently in the Coast Guard's
extraordinary response to the many hurricanes
we responded to last year.”

- Compass Diversity Outreach Team -
ALCOAST 287/06 solicits new members for the Coast
Guard's Compass Diversity Outreach Team. The Compass
Diversity Outreach Team is a group of volunteers
whose mission is to increase awareness of the Coast
Guard in communities nationwide, thus increasing
the diverse representation of our service. Compass
deploys Coast Guard volunteers (Active Duty, Civilian,
Auxiliary, Reserve) who can participate in their
local communities and possibly at national events.

- AuxChefs and Ronald McDonald House -
The AuxChefs have signed on to help the critical
care children and their families at the Ronald
McDonald House of Long Island.
Critical-care children and their families from
all over the world come to the Ronald McDonald
House. Home cooked meals give relief & support
to them in their time of need, and gives the the
parents time to be with their child during this
difficult time.

- District TCT class Schedule -
D1SR's Operations Training Officer (OTO) has promulgated
the following list of TCT dates. Please read and
pass on to all who need TCT (Team Coordination
Training). TCT is required for all Boat Crew and
Coxswains, and recommended for all. TCT must be
taken every five years. The class is an 8-hour
interactive session.

- Division 2 Honor Guard at Yankee Stadium -
On Friday night, May 26, the Division 2 Honor Gourad
will present the colors at Yankee Stadium prior
to the Yankee's game against the Kansas City Royals.
This is also a major Public Affairs event for D1SR,
as we promote Fleet Week, and National Safe Boating
Week. All members are invited to attend, for the
low cost of $10. Wear the Uniform! (Tropical Blue

- Best of Web Submission Deadline -
Each year, the National “I” department
holds their “Best Of Web” competition
to select the best Flotilla, Division and District
web site. Each District's CS department is tasked
with selecting a Division and Flotilla representative
to the National competition. The D1SR CS Staff
will accept nominations until midnight, Eastern
Daylight Time on 20-May. You may nominate your
own website. Please only one submission from either
the CS officer, or an elected leader per unit.
All sites considered must meet the AIRS policy
guidelines, outlined at http://csguide.auxservices.org/2.7.0.php.
Approved sites only, please. The submission to
National will be made the week of 12-June, and
we hope to have some recognition for our finalist(s)
at the District Board Meeting on 17-June. If you

- First District Auxiliary Mission Excellence
Award - Admiral Pekoske, District Commander,
has announced the recipients of the first Auxiliary
Mission Excellence Awards. In First District,
Northern Region, the recipients are Floilla 11-01
of Chatham, MA. In First Distrct, Southern Region
it was Flotilla 2-02 of Sandy Hook, New Jersey.
“Over the past several months, Flotilla
2-02 devoted significant effort to enhancing readiness
and emergency preparedness by hosting ICS 100/200/700/800
training classes, and conducting a successful emergency
response tabletop exercise. They provided exceptional
support to CG operations by conducting numerous
safety and MDA patrols, hosting public education
courses, conducting vessel examinations, participating
in the sea scouts training program, hosting CPR
certification training, and supporting of operations
at Station Sandy Hook by serving as communications
watchstanders.”

- AuxChef Update - The AuxChef
Program is moving ahead with two new stations coming
on line. We welcome ActNY and StaNY to our growing
network. The AuxChef Program is a “support” function
to assist the FS (Food Service personnel) on station
or on cutters. The AuxChefs use USCG FS Guidelines
under direct supervision of USCG personnel. We
use the same manual , with both USCG
& AuxChef training. A National AuxChef Procedure
Guide is in development, and will focus on Auxiliary
procedure / protocols only. All cooking, cleaning,
and safety procedures come directly from the USCG
FS manual.

- U.S. Coast Guard Band - The
US Coast Guard Band is presenting several concerts
in and near the D1SR area during late March and
early April. The Band tours on a 5-year rotation,
and will not be back in this area until 2011. The
concerts are free, but you must obtain tickets
for the concerts. If a group of Auxiliarists attend
a performance in uniform, contact the Band at the
performance, and they will recognize the Auxiliary
during the performance.

- CPR and AED Use Guidelines -
Guidelines for the use of CPR (Cardio-Pulmonary
Resuscitation) and AEDs (Automatic electronic Defibrillators)
by Auxiliarists have been posted by the Chief Director.

1. In the past month, several different Flotillas
have raised questions regarding the teaching
of CPR by Auxiliarists, the performance of CPR
by Auxiliarists, the use of AEDs by Auxiliarists,
and the ownership of AEDs by Auxiliarists. Both
Headquarters Legal and Medical offices have weighed
in and I provide the following guidance:
A) Any Auxiliarist who is currently certified
by the American Red Cross or American Heart Assoc
to perform CPR is authorized to do so. If that
certification has expired, however, CPR should
not be performed.
B) Any Auxiliarist who is currently certified
by the American Red Cross or American Heart Ask
to teach CPR is authorized to do so including
to both gold AND silver sides. If that certification
has expired, however, CPR should not be taught.
C) Any Auxiliarist who is currently certified
by the American Red Cross or American Heart Ask
to use an AED (defibrillator) is authorized to
do so on anyone indicating need of an AED. If
that certification has expired, however, AED
should not be used.
D) Any Flotilla wishing to purchase AEDs for
use by currently certified members is authorized
to do so. CG-1121 (old G-W) has an ALCOAST determining
only which model AEDs may be used on aircraft.
If an air facility carries an AED, they must
follow that model guidance. Another ALCOAST will
be released shortly that should identify models
of AEDs that will be authorized for use by the
USCG surface side. For the time being, AEDs used
on surface facilities should be ruggedized (waterproof
models are very difficult to find). POC for AED
use in CG-1121 is CDR Monica Kueny.
E) AEDs may be used underway on facilities
by members currently certified in their use.

to silver side as well as gold side.

2. The next change to the Ops Policy Manual
will more clearly address this subject and will
prohibit the use of online training for certification
in CPR and AED use. Training must be hands on.

- Memorial Service for Wendy Korteweg -
A memorial service in memory of our dear shipmate
Wendy Korteweg will be held on Friday, January
6, 2006 at St. Clements Church, Lafayette Ave.,
Hawthorne, NJ at 1100. A Coast Guard Auxiliary
Service will be part of the memorial services.
Auxiliarists wishing to attend in uniform are encouraged
to wear Service Dress Alpha with Service Dress
Bravo as an option. Auxiliarists are asked to arrive
by 1030 for a brief review of the ceremony.
Division Captains and District Staff Officers are
asked to distribute this information broadly.
