  • New On Line Testing Results System - The Chief Director issued a notice on December 28, 2005, changing the way members are notified of their success or failure when taking an on line exam. Replacing the e-mail system will be a web-based system, which the member will see within seconds of the exam being processed. Members will also be able to see their scores online by using the web page: http://cgexams.info/testing/checkmypassingscore.asp. No e-mail messages will be sent after 27-December, 2005.   • Director's Holiday Message

    As we pause to celebrate the holidays and reflect on the past year, I want to take the opportunity to thank you for your service. Throughout the year you have given so much to Team CG. Thousands of hours have been spent on patrol, at the stations coaching, cooking and watch standing, visiting veterans hospitals, instructing, visiting marine dealers, conducting marine inspections, conducting public affairs and education, and countless hours of administration supporting the program. When Hurricanes Katrina and Rita struck, the response was amazing; our members reached out to provide any support they could, volunteering to go down to the scene, organizing volunteers at home, and generously reaching into your pockets to support Coast Guard Mutual Assistance and Operation Life Ring. It is my pleasure to be associated with such an outstanding group of kindhearted professionals. The Coast Guard could not be the premiere maritime service without you.

    From all of us at the Director's office, we wish you and your family a holiday filled with joy and warmth, and a safe and healthy new year.

  • Cash Grants for Clean Boating Education Projects - The BoatU.S. Foundation is looking to fund creative and innovative projects that teach boaters cleaner habits on the water through its 2006 Clean Water Grant Program. Up to $4,000 per group is available to small, local nonprofits conducting educational campaigns. Past projects have covered topics like pumpout education, pollution prevention, monofilament fishing line recycling, and preventing the spread of aquatic nuisance species.   • Division and Flotilla Website Migration - National has released the new servers to the CS officers to migrate their unit websites to. If your Division or Flotilla's website begins with "www.uscgaux.org/~014" then that site needs to be migrated to the new server by December 10. Information has been passed through e-mail to the VCPs and SOs, but if you are in charge of your unit website and have not received any correspondence, please contact the CS officer next up the line for assistance. Please use your appointed (staff) and elected chain first, but if need be, you ma contact the DSO-CS, Larry West, directly at ljwestcgaux@mac.com.

  • Leadership Workshop Update

    Our training will begin promptly at 1830 Friday evening at the Mystic Marriott. Please be sure to be on time as Rear Admiral Pekoske will be our first speaker of the evening.

    Saturday's training will take place at the Coast Guard Academy. Breakfast will be available for a modest price at 0700 at the galley for those interested with training starting at 0830. Lunch will also be available at the galley for $3.50. In an effort to save time and have the line move quickly, we will be selling lunch tickets in the morning in each session. Having exact change will be helpful. Lunch has also been extended to allow time to stop at Exchange.

    Sunday's training will be back at the Mystic Marriott.

    Uniform of the day for all training sessions will be Tropical Blue Long. Please be sure to bring uniform outerwear (windbreaker, rain coat, all weather parka, wooly pully, cardigan) for use when walking around the Academy grounds.

    Dress for the Saturday evening cocktail party is civilian casual.

  • Tree Lighting on Governor's Island

  • Crossing the Bar -- UPDATE

    It is with great sadness that I report to you that a well known member of our District has crossed the bar. Judith Romanowski - editor of Over the Bow, Conference Coordinator and my Administrative Assistant – died November 21, 2005 in Connecticut. All who met Judy were impressed by her hard work and dedication that were keeping in the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary. She will certainly be missed.

    Mass of Christian Burial at St. Agnes Church, Niantic on Saturday, November 26 will be at 10am. Burial will follow in the Elm Grove Cemetery in Mystic.

    Calling hours will be held from 2pm to 4pm and 7pm to 9pm on Friday, November 25 at the Fulton-Theroux Funeral Home on 13 Lake Avenue, Niantic, CT. Auxiliary Service will be held at 7:30pm on Friday, November 25,2005

  • New York National Boat Show - It's that time of year, again. Time to sign up for a shift at the Auxiliary's booth at the Javits Center in Manhattan.   • Reimbursement by check discontinued 01 Oct 05 - Beginning 01 Oct 05, Fincen is requiring all customers (Aux members included) to receive payment via EFT. In Aug, 800+ POMS claims were paid via check and with each check a notice was sent indicating the mandatory 01 Oct EFT requirement.

    After 01 Oct, any Doc type 27 (POMS) claims will be place on hold and member will be contacted regarding the requirement. They will have a certain # of days to get signed up for EFT and get their payment. Exceptions will be granted but they have to be in writing and approved by Fincen.

    EFT enrollment forms are available in Appendix G of the Auxiliary Manual (page G-56) and in the Forms section of the Auxiliary web site: http://216.167.73.185/~forms/forms.html (Form FMS-2231).

  • AUX Webmaster Unit Website Migration Update- We in the I-Department are making progress on plans to migrate our 700+ unit websites from the old server to our new LINUX server. As you likely know, we successfully made a *physical* move of the old server from Springfield to Sterling VA with most of our users never noticing the change, exactly as planned.

    The new LINUX server is about to be built which will then permit the second phase of the process to begin, moving the existing websites from the old to the new server. As you can imagine, this will be a massive project with hundreds of webmasters moving their respective sites.

    We have established a Migration Team to help plan and facilitate the process. Our aim is to make the transition as smooth as possible, but given the magnitude we realize that there are bound to be a few glitches. The support and patience of our unit webmasters will be the key to having this go as smoothly as possible.

    The present target is to begin the actual migration in October. We will be making an orderly transition by District. As soon as the republishing schedule is determined, we will be working with your DSO-CS, who will help coordinate the website movement within your District.

    The actual migration will be accomplished with each unit webmaster republishing their website on the new server. This can be done either by using FTP or MS Front Page (2003 Server Extensions will be enabled on the new server) and publishing to a new IP address which will be provided to webmasters at that time. There will be a time "window" for all webmasters to accomplish their republishing. At the end of that "window" period, the old server will be terminated and www.uscgaux.org will be re-pointed to the new server with your new URL ("a" will be replacing the current "~" in your address).

    We remind all webmasters to insure that they have a good backup copy of their unit website on their local computer. Webmasters are always responsible for maintaining a backup copy of their site, but now it will be especially important.

  • October Membership Drive - The Department of Personnel is kicking off a National Membership Drive that will run from October 1 to October 31. Tips, new posters, a powerpoint presentation and more information are available on the new P Department web site at www.auxpdept.org All members, and especially PS officers at all levels, are encouraged to download the materials in the toolkit and help with this initiative.

  • Hurricane Relief Operations - True to the nature of our organization I have received many offers for support in the wake of Hurricane Katrina and I thank you. At this point we are compiling a list of all those interested in volunteering and in what capacity you are willing to assist. DDO-OMS Steve Ackerman is organizing this effort. If you are interested in volunteering contact him with your information including what your specialty is, and when you are available.
    The need for volunteers may be immediate or long term during recovery ops. At this time there has been no tasking requested or assigned to D1SR.

    FEMA has requested assistance and is looking for personnel to assist at this time for a minimum of a two week period. This effort would not be in an Auxiliary capacity. Volunteers would be trained and compensated by FEMA.

    An ALLAUX with more information on these programs will follow, but please remember before volunteering that this tasking will likely be physically demanding and may include long hours. POC for both programs is Steve

  • Coast Guard Mutual Assistance Hurricane Katrina Account - In the wake of the devastation caused by Hurricane Katrina, there has been an outpouring of compassion for those Coast Guard members and families hard hit by this disaster in the impact area. Many have expressed a desire to help.

    In response, Coast Guard Mutual Assistance (CGMA) has established an account to receive contributions designated for that specific purpose. Contributions marked "Katrina" will be earmarked and tracked to ensure they are used first and foremost to meet the needs of Coast Guard members and families associated with Hurricane Katrina in accordance with normal CGMA policies and procedures. In the event there are funds left over after meeting needs associated with Hurricane Katrina, they will be placed in CGMA's general account to assist members of the Coast Guard family in times of financial need.

    Tax deductible contributions should be made out to "Coast Guard Mutual Assistance or CGMA" by check, money order or with a credit card marked in the memo area or noted for "Katrina." Contribution forms are available on the CGMA Web site: www.cgmahq.org. Click on "Contributing to CGMA."

  • Patrol Reimbursement Message from the Director- Please remind all personnel to submit any pending travel claims they may be holding: patrol claims, QE travel, Board meetings, etc. We are in the process of closing out our budget model and will begin allocating funds previously reserved for travel to fund district projects. No more travel claims should be submitted for the Awards and Leadership Conferences, these have been closed out. The June District board meeting travel claims will be closed out on 1 Sept.

    For members traveling on orders between now and 1 October, please submit your travel claims immediately upon completion of travel.

  • Important information Re: BSC - The Department Chief of Education has released the following bullet point advisories regarding the Boating Safely Course (BSC):
    • -Boating Safely, BSC, is no longer NASBLA approved. It's approval expired the end of 2004.
      - BSC will not be updated nor revised but is totally retired since ABC serves the same purpose...a one day boating safety course.
      - BSC inventories at AUXCEN have been exhausted.
      - The reason we did this had nothing to do with selling more ABC books but was a decision based upon the realization that having both was unnecessary duplication.
      - America's Boating Course is approved through 2008.
      DSO-PE have clear instructions relative to any BSC courses utilizing existing inventories at the Flotilla level.

  • Electronic Fund Transfers - Your help is requested in reducing Coast Guard costs of reimbursing you for orders. The Department of Homeland Security is pushing a mandate to require all payments made by the CG Finance Center to be accomplished electronically. The cost of an electronic funds transfer (EFT) is a fraction (approx 1/100th) of what it costs the Coast Guard to mail you a check. I personally urge you to assist in this fiscally responsible endeavor to make the best use of our limited Coast Guard funding.
    Currently, 69% of payments made through the Patrol Order Management System (POMS) are done electronically and this system has proven to be efficient and reliable. Moreover, other Coast Guard personnel (Active, Reserve, Civilian Employees) have been required to have their pay deposited electronically for about the last 20 years. Understandably, some of you are reluctant to apply for EFT for various reasons. I ask that you reconsider your position based on today's technology, the Coast Guard's superior computer system security measures, and the overwhelming success of EFTs in general. The fear of identity theft is often a leading reason for apprehension, as well it should be! We hear too often about high tech thieves who prey on their unsuspecting victims. I'm not asking you to be foolish in your actions. You are very wise to be leery of internet scams and computer hackers. But did you know that you can sign up for EFT without joining the world of cyberspace or subscribing to an on-line service? You don't even need a computer! If you have a bank account then you are eligible to be included in payments via EFT. They are fast, secure and much less costly than issuing a check.
    Our goal is 98% participation by October 1, 2005. I think we can exceed expectations by acting quickly and getting maximum participation withinthe next 2 to 4 weeks! Here is another opportunity for you to make a significant contribution to the United States Coast Guard. Please consider taking this simple but effective step toward outstanding stewardship of public funds.   • Changes to Aviation Paperwork Procedures B&P - Over the past couple of years, Peter Lombardo has done a superb job of "managing the paper" in our Aviation Program - we all owe him a great debt of gratitude. His efforts have led us to the point at which we can make some further improvements in our processes, as a result of some philosophical changes that came out of Task Force Venezio. The changes delineated below will make the process even smoother and faster, thus, further reducing cycle time on facility and aviator qualification and approval entries in AUXDATA and NETSKEDS.

    Effective immediately:
    a. All requests for pilot, observer or facility qualifications will be sent directly to DSO-AV.
    b. Upon review and approval, they will be immediately faxed to DQO (Bill Tooker) for review and input into AUXDATA. When this is complete, confirmation email is sent back to DSO-AV that entry has been made.
    c. Appropriate entry will be made in NETSKEDS by the ADSO-AVT/AVM or his designee based upon the email from the DQO.
    d. The approved and entered paperwork will then be forwarded to the Director's Office for entry into the Director's records and completion of certification letters etc. Accordingly, it will no longer be necessary to wait for the Director's letter of appointment before entering Quals into AUXDATA and NETSKEDS and, once entry in both systems is effected, flying can begin.

  • Citizenship Verification - Because of the long time it takes for the multitude of vital statistics bureaus to repsond to OPM during the PSI process, it is now possible for members and applicants to significantly reduce the cycle time on an OS or new member approval process.

    By providing a copy of any of the following forms of documentation and showing the original of same to a fingerprint tech or AUX PSI Coordinator and having the form completed along with your PSI package, it should take significantly less time to process.

  • ODU wear - There seems to be some confusion over the proper wear of ODU's. The National staff and the new Manual say 'Patrols ONLY' and/or when working with a regular CG station or group or onboard a CG vessel. In short, if you are operating as in H2 below or working next to and in support of a CG unit that is wearing ODU's - then ODU's are appropriate.

    Wearing boat shoes with ODU's whilst on a boat IS appropriate. This prevents damage to fiberglass and teak decks! Boots should be worn with ODU's in all other circumstances, e.g. standing watch at stations, working on cutters etc.

    Also - AUX is still authorized to wear work blue and undress blue as delineated in the recent ALCOAST. But I suggest that as these uniforms wear out, ODU's be purchased since supplies of work and undress blue will go away soon. These two uniforms are not authorized for ACTIVE DUTY after 30SEP2005.

    -G11 page 10-54 Tropical Blue Long is worn for dressy situations. It is
    appropriate for wear in classrooms as both students and instructors, at UNIT
    MEETINGS and in Boating Safety Booths.
    -H2 page 10-58 Working blue (or undress blue) and ODU are appropriate for
    operations and in conducting VSC's.
    -H4 page 10-62 ODU may be worn in any situation where any form of dress
    uniform is not required or more appropriate.....and while commuting,
    including brief stops for gas and drive through business etc.

  • Website Seal Contest -As a start of new and exciting things in the National "I-CS" Department they will be doing this year with Auxiliary Websites, they are having a contest to design a seal of approval to be used on all authorized Auxiliary websites. The CS Guide at: http://csguide.auxservices.org/ has all the criteria on what an official Auxiliary Website should have.

    The seal should be in jpg or gif format and not larger than 200 x 80 pixels so that it doesn’t dominate the site. The contest is open to all members of the Auxiliary.

    The contest winner will be recognized in the May issue of Bits & Bytes.

    Send your entries to Jerry Turley at BC-IWA@cgaux.org. Entries will be posted online for the judges to view them all at the same time. Deadline for the contest is May 1, 2005 and judging will be complete by May 15.

  • Addition to Procedures Guide -The below addition will be included in the revised edition of the Procedures guide when it is published. The following procedures will be followed with regard to monthly meeting and financial reports:

    A. All Flotillas will file a monthly meeting report to the DCP.
    The monthly report will contain financial reporting, including starting
    balances, income, expenditures (summaries) and ending balances.

    B. All Captains will insure that all Flotillas file a copy of
    the Flotilla report with the DCP for his/her review.

    C. A copy of the year end (December) bank statements SHALL be
    attached to the annual Flotilla and Division Finance reports, submitted no
    later than 1 Feb of each year.

    I hope to have the guide on the street and on my web site in early March. It has been a large undertaking to revise the procedures in order that we do things as best and efficiently as possible and to include recommendations from Task Force Venezio.   • Boat Crew Mentor Coordinators - It is my pleasure to announce the appointment of two Boat Crew Mentor Coordinators who will work directly under the District Qualification Officer to further develop and enhance our boat crew training and development program. Richard Aarons will be the BCMC - Administration and Jason Farrow will be the BCMC - Communications and Mentor Training. These gentlemen will be responsible for further developing and implementing our Mentor training program, enhancing the Mentor training guide, maintaining a current Mentor appointment list and establishing an improved mechanism for Mentors to get questions answered.   • Operational Dress Uniform (ODU) Update - The Coast Guard-wide ODU roll-out is now complete in that ODU orders by Coast Guard Auxiliarists are being accepted and processed by the Coast Guard Uniform Distribution Center (UDC) in Woodbine, NJ. The UDC phone number for placing uniform orders is 1-800-874-6841. The UDC web site is http://www.uscg.mil/hq/g-w/g-wp/udc/index.htm Auxiliarists are strongly encouraged to use the ODU sizing guide (available on the UDC web site under "ODU Uniform") because the ODU outfit is quite different from the working blue uniform. Additionally, working blue uniform items are still available through UDC at significantly reduced costs and they are authorized for Auxiliary wear until no longer serviceable.

  • NYC National Boat Show Closes!- I want to extend my sincere appreciation to all the folks of 1SR that contributed to a successful appearance at the boat show. I especially want to thank everyone from our set-up and take down crew, to the PA, and PE folks who supplied us with list of PE classes, and brochures and to Art Reichling who supplied Coastie . Finally thank you to all the folks that stood watch and made sure our booth was manned for all shifts at the show. My thanks to all who took a leadership role, and to George Wirthman who worked the late shift every night. Our thanks to Ken Stanley who participated in a TV interview helping to promote boating safety. He stepped up on very short notice! There was an incredible effort from so many fronts, it is impossible to list every effort, however, every single effort was noticed and appreciated! This year Active Duty worked the show with us, and it was wonderful to have them working beside us! Thanks to everyone for working so well with them and making them feel welcome.

    To gain entrance to NPS Bldg 120, follow these instructions:
    A. Entrance to Bldg. 120 faces NY Avenue on end of Bldg. next to
    the parking lot. The Auxiliary logo and sign will be displayed by entrance.

    B. The room in the Bldg. we are using is called the Multimedia
    room. It is on the first floor, down the hall from the entrance.

    C. Access to the Bldg. is at 0730, meeting starts at 0900.

    D. The Mtg. room has to be setup with tables and chairs, from
    another room, and put back after the Mtg.

    E. Any help by the members, with setup and put back would be
    greatly appreciated.

  • Forms Revised, New Forms Available & Old Forms Retired - NEW FORM (posted 12-31-04) A new form for Pilot/Aircrew Qualification ANSC-7015 (1-05) has been added. Information previously collected on ANSC-7005 pertaining to personnel is now on this form, and has been removed from ANSC-7005. This form is available on the Forms Page at the National Web Site.

    REVISED FORMS (posted 12-31-04 3 items) Three facility forms, Vessel Facility Inspection and Offer for Use, ANSC-7003, Aircraft Facility Inspection and Offer for Use, ANSC-7005, and PWC Facility Inspection and Offer for Use, ANSC-7008 are revised effective 01 January 2005. The previous editions are obsolete and may not be used. These forms no longer carry a CG form number, and all include LAT-LONG fields, along with other substantial changes. The Aircraft form is not a fill-in at the present time; the fill-in version is in the programming stage and will be available in the very near future.

    OBSOLETE FORMS (posted 12-31-04) In accordance with FINCEN policy, the Patrol Order forms, CG-5132(ANSC-7000) and CG-5132-1 (ANSC-7000a) can no longer be used and have been removed from the library.

  • 9-11 Ribbons - For the information of all hands: The Transportation 9-11 ribbon being sold in several CG Exchanges is the corresponding ribbon for the 9-11 MEDAL Award, and has one red, white & blue stripe like the medal pictured here. Fewer people were awarded the Medal than the 9-11 RIBBON Award, which by contrast is comprised of 7 red/white/blue stripes (see picture). If you a recipient of the 9-11 Ribbon, don't mistakenly purchase the ribbon with 3 stripes.

  • Missing Paperwork - To all D1SR members, including AP members - It has come to my attention that there have been several new member packages that can't be found and are not in the process at SECCEN. If this instance impacts you and your flotilla I am very sorry. You may be asked to recreate (do it over again) the paperwork and fingerprint cards and resubmit them to my office. You should consider the new member as having attained AP status immediately.I recognize that this resubmittal adds to the already slow process of new member accession. Hopefully the newly released guidance on all the things that AP members can do will help forestall any disillusionment of the AP members who are waiting. I encourage Flotilla Commanders to use this new guidance to the utmost! In the process of getting into this PSI procedure for all new members, we changed some things around in the paperwork flow. Following further changes in our office practices and the subsequent release of a volunteer member, I have determined that these several records were lost. Again, for that I apologize. I am confident that we have ironed out the procedures necessary to ensure that this does no happen again. But, as always, it is a good idea to keep copies of things that are submitted.

We were unable to secure the computer lab for this purpose. We will be working to arrange this course in March, during the Awards Conference. COMO Reichling will announce and advertise 24 slots when he has confirmed the lab. AT THAT TIME, he will accept applications on a first come first served basis to attend the IS course.   • COAST GUARD EXCHANGE SYSTEM (CGES) SCHOLARSHIP PROGRAM - The Coast Guard Exchange System (CGES) established a scholarship program to provide scholarships to students who are dependents Of Active Duty And Reserve Coast Guard Members, Civilian NAF and APF employees, and Coast Guard Auxiliarists that are embarking on undergraduate college/university studies. A 1,500 dollar scholarship will be awarded to the most outstanding applicant, and two 500 dollar scholarships will be awarded to the two runners-up. Scholarships are awarded on a one-time basis.   • Appointment of the Chief Qualification Examiner and Chief Flight Examiner - It is my privilege and pleasure to announce that I have appointed Paulette Nedrow to the position of Chief Qualification Examiner (CQEC). She is superbly qualified for this job and her vast operational experience in the Auxiliary boat crew program will help the First Southern continue our progress to better, safer and more professional boat crew operations.

    Also, I am very pleased to have Steve Trupkin aboard as the Chief Flight Examiner (CFE). As many of you know, Steve's profession is flight examinations for the FAA and I could not be more thrilled to have his experience and professional outlook on such a critical issue as flight safety and training. Our Aviation program is a model for the Auxiliary - Steve is one of the reasons for this renown.

    The specific job responsibilities for the QCEC and CFE are spelled out in D1SRINST 16792.1, which is posted on my web page. The CQEC and CFE are my direct representatives for all training and qualification issues, via the DQO, in their respective areas of responsibility (boat crew and aviation) , especially as they apply to safety and professionalism.

  • Paperwork - As most everyone is aware, we presently have a task force reviewing Auxiliary paperwork and processing. A number of potential changes are presently under consideration. It is important, however, to understand that the new procedures will not be distributed until the Leadership Workshop in December. Full implementation will take place on 01 January 2005. Until that time all current paperwork, processes and policies will remain in effect

  • District Qualification Officer (DQO) - This instruction revises District policy for administration of the Boat Crew and Aviation programs for the First Southern Region. The primary goal is to reinforce one point of contact who will report directly to the Director of Auxiliary. The District Qualification Officer's, (DQO), primary function is to administer, coordinate and control the training, examination and qualification of the Auxiliary Aviation and Boat Crew Programs from a policy perspective and to assist the Director in maintaining safe and efficient boat crew and aviation programs.   • Update from the Director - Particular and OUTSTANDING thanks to all of those members who supported ACTNY efforts during the RNC and special thanks to Frank Ferraiuolo DSO-OP for coordinating operations and facilities and to Gail Venezio RCO-ACTNY-N and Sal Arico for short notice MDA coverage planning. Several new and creative AUX efforts included short order cooks, safety observers and dock rats - Well Done to all hands!!!

  • On-Line Specialty Exams - Hurricane's Charlie and Francis has impacted the workings of the National Testing Center. On-line AuxOp exams are being suspended until 30 September 2004. This suspension also effects, the proctored on-line NavRules 70 exam. There has been no damage to the computer systems, that is causing this suspension of these exams. Rather, several members of the G-OCX/DirAux West Computer Support team have been effected by Hurricane's Charlie and Francis. All open book on line exams will still be offered, as that is an automatic system. However, data entry into Auxdata of passed exams maybe slower than normal. Members not receiving automatic grading emails are reminded, the most common problem is the entry of a bad email address or spam settings on e
