January 14, 2006

Change of Watch - Division 10 held its annual Change of Watch on Sat., December 10 at the Victorian in Elmwood Park. Marjorie Korteweg and Eric Fields were installed as DCP and VCP respectively. Guests included Capt Glenn Wiltshire, CWO Mark Ferreira, Lt Brian Donohue, CWO Curt Barthel, Charles Sferra, Gail and Tom Venezio.

Flotilla Commanders’ Meeting – Held Jan. 11 to go over responsibilities and goals for the year.

Staff Officers’ Meeting – Jan. 18 to discuss responsibilities and plans for 2006.

Our next regular Division 10 meeting will be Feb. 15 at 2000 hrs. at the American Legion, 33 W. Passaic St. Rochelle Park.

We are working to resolve issues of non-entry of 2005 hours and missions by previous IS personnel.

We are hosting our first TCT class in Secaucus on Jan. 28 – currently full, with a waiting list.

We are planning training Academies for June and July, at Haverstraw, NY and Englewood, NJ.

We will represent the Auxiliary with a PA booth at the Beneath the Seas Dive Show, Secaucus, in March.

We are working to develop a District-wide Surface-Air Ops exercise for this summer.

Fellowship activities are also being planned, likely including a Hudson River boat ride.

On a personal note, I wish to acknowledge and thank the members of Team Coast Guard for their very kind and gratifying expressions of sympathy on the recent passing of my daughter and fellow Auxiliarist Wendy Korteweg. She was our SO-PE, Special Events and Journal Co-Chair, District Conference Chairman, and good Crewmember. We all miss her very much.

Subj: DIVISION 10 REPORT – September 2005

It is with a great deal of personal pride and satisfaction that I submit the following report of activities for Division 10, for the period January thru September, 2005. The information is drawn from AUXDATA reporting as of 28 August 2005:

For year to date 2005, Division 10 leads the 1st Southern District in total mission hours in the following areas:
· Aids to Navigation
· Auxiliary Administrative Support
· Marine Patrols
· Ice Operations
· Member Training
· Public Affairs
· Public Education

The performance of our members involved in air operations is particularly noteworthy. The over 1000 mission hours dedicated to ice patrols represents 83% of all ice operations in the District and 81% of all ice operations logged this year in the nation.

Division 10 has also been amongst the District’s most active in Marine Domain Awareness. The success of our response to this critical area of Homeland Security has largely been the results of the work of our Program Visitors. In this regard, I would like to call out two of our members for specific recognition: Barry Brooks, our SO-PV, and Alex Cascione, the 1st Southern’s DSO-PV. They have worked very hard to successfully integrate the MDA concept into regular PV day-to-day operations and their efforts are much appreciated.

I would also like to give special recognition to Flotilla 10-13 who, for the second time in the past three years, has been named Boat US’ Flotilla of the Year. Their hard work and dedication to our programs, brings honor to the Flotilla, the Division, the District and the entire Auxiliary. Thank you for your efforts and for the fine example that you set.

On 31 December 2004, Division 10 had 318 members on its rolls. This figure represented a reduction of nearly 20% of its membership and was largely attributable to losses occasioned by failures to respond to our current security paperwork requirements. Today, AUXDATA reports the membership of Division 10 to be 371. This 17% gain in 8 months, indicates that we have already wiped out nearly all of our membership losses of last year and are well on the way to exceeding last year’s membership level before the cuts were effected.

At the present time, a fund raising plan is in place to help support the victims of Hurricane Katrina and volunteer hands have been raised by many of our members who are willing to make the trip if called. The members are responding to adversity as they always do; with selflessness and generosity. I am privileged to lead such members at this time.

As of this date, the 371 members of Division 10, representing approximately 10% of the population of the 1st Southern District, have logged nearly 41,000 total mission hours this year. This is a little over 15% of the total mission ours logged by the District. As I said at the outset, I am very proud to be able to submit this report. I would like to take this opportunity to thank all the members of Division 10 for their hard work, dedication and generosity. Bravo Zulu to you all.

Subj: DIVISION 10 REPORT - March 2005

Division 10 is currently undergoing a major reorganization of its procedures and policies.
The objective of the reorganization is to improve both the speed and accuracy of the flow of information from the National and District levels to the membership. The Division 10 Board has determined that this goal will best be achieved by increasing the amount of time and attention currently being given to parallel Staff communications, primarily down the line from the higher levels to the membership.

In addition, for 2005, Division 10 has planned an ambitious program of activities to address four key areas of member training:
· Improve the availability of member training throughout the Division.
· Improve operational performance and readiness for all Ops personnel.
· Provide a more meaningful presentation of MT opportunities to "pending" members.
· Improve the quality of member recognition.

The highlights of actions taken to effect all of the above are:

1. In January, the Division Board set aside its Standing Rules requiring monthly Division meetings. Beginning February, Division meetings will take place on a bi-monthly schedule, alternating month to month with Staff meetings. The Staff has been advised, as per COMO Seibert's observation in the "National Business Plan" and referenced by COMO Sferra at the January District Meeting, that their job is not to "replicate AUXDATA." Staff meetings will be aimed at disseminating important program information down each staff chain, to assure that members have the most up-to-date information on policy as it pertains to each program area.

2. The Division recognizes that one of the most important new areas for member involvement is in the field of Marine Safety. Unfortunately, the Division also recognizes that many members interested in this area of concentration, are experiencing difficulty in understanding the scope of the various MS programs and the qualifications necessary to participate in each. Accordingly, Division 10 has established a "Marine Safety Unit" under the guidance of ADSO-MS John Gilmore. The MS Unit will cut across traditional Flotilla lines, drawing interested members from each Flotilla, to assure that all participants get the most effective training and accurate information possible to participate in MS programs.

3. In 2004, now VCO Tom Venezio and OTO Mark Ferreira, held a very successful "Operations Academy" sponsored by Flotilla 10-04 in Haverstaw, NY. Building on the success of that program, three such Academies are planned for 2005:
· 2 & 3 April, shore side tasks plus TCT. Program continued on 16 & 17 April, underway tasks at Greenwood Lake, NJ.
· June 11, shore side tasks followed by underway tasks at Englewood, NJ.
· June 25, shore side tasks followed by underway tasks at Haverstraw, NY.

4. A Division Awards & Member Recognition Day is tentatively scheduled for Sunday, 24 April,
to honor outstanding Flotillas and individual member performance in 2004. Details to be announced.

5. Plans are in development for a "Job Fair," primarily aimed at acquainting pending members with the broad spectrum of programs and training available to them while they are waiting for SECCEN clearance. Details to be announced.

6. All Flotillas have been directed to post their AUXOP, VE, IT, OPS, MS, AN and whatever other classes and workshops they may be offering, on the Division 10 web site. Members are being instructed to check the web site for classes and seminars being offered throughout the Division and are encouraged to ignore Flotilla lines in the pursuit of training in the programs that interest them.

In other areas:

7. On 26 & 27 February, an IS qualification workshop, sponsored by Flotilla 10-08 and instructed by COMO Reichling, was held at the Dwight Englewood School in Englewood, NJ.

7. Mandatory VE, IT and OPS Seminars have been scheduled throughout the Division.

8. The Division's Emergency Response Plan is being updated to reflect the most current information on Facility locations and availability.

9. Plans are underway for participation in the upcoming Fleet Week and National Safe Boating Week in NY Harbor in May and the "Test Drive Tour" at Lake Hopatcong in June.

10. All 2004 year end requirements for Division Financial and Inventory reports have been completed and forwarded up the chain.

11. District dues have been paid................Early!

Subj: DIVISION 10 REPORT – JANUARY 2005

1. Division and all Flotilla elections have been completed and certified. Results have been forwarded to the RCO-N.

2. 2004 Wrap Up - A review of AUXDATA records indicates that 2004 was a very productive year for Division 10 in surface and air operations, including safety patrols and SAR missions, homeland security patrols, marine domain awareness patrols and marine safety operations. I am equally pleased to report strong Division performance throughout the year in vessel examination, public education and member training. I was particularly pleased by the inter-flotilla cooperation that contributed to the successful achievement of
Boat Crew qualifications by many of our members in 2004.

3. Division 10 Change of Watch was held on Saturday, 11 December 04. The Division was honored to have in attendance, Captain and Mrs. Wiltshire and CWO Barthel of ACTNY, CDR Felker and CWO Ferreira of DIRAUX, and VCO Venezio and
RCO-N Venezio representing Auxiliary forces. The Division would like to extend its gratitude and thanks to all of our guests, for joining us in celebrating our 51st annual Change of Watch.

4. Financial and inventory reports for 2004 are now being prepared and a budget for 2005 is under development.

5. A Division 10 EXCOM meeting will be held on Wednesday, 19 January 04.
The primary purpose of this meeting is to consider setting aside the Division’s Standing Rules with respect to monthly Division meetings. Under consideration will be alternating bi-monthly Division meetings with bi-monthly Staff meetings. The goal of this change is to improve the quality of communications between the SO and FSO staff levels.

6. Division plans under development for 2005 include:
· Three TCT seminars.
· Three Ops “Academy” programs.
· One IS training program.
· Division Award and Recognition day.
· Establishing target goals for improved performance in all “cornerstone” activities, i.e., operations, vessel examination, public education and fellowship.
· Increasing member awareness of, and participation in, programs involving marine domain awareness, marine safety and aids to navigation.

I would like to take this opportunity to extend my best wishes for a healthy, happy and productive new year ahead, to the District Board and Staff.

Subj: DIVISION 10 REPORT - JUNE 2004

Division 10 has had a very active first half of 2004, recording in excess of 13,800 member activity hours in Public Education, Public Affairs, Member Training, Marine Safety, Operations and Administrative Support.

In Public Education, the Flotillas of Division 10 reported completion of 32 Public Education courses, including BS&S, ABC and ACN. At least one Flotilla will be participating in the On-Water Training program this summer.

In Member Training, Division 10 has been particularly active in the in the area of Marine Safety and Environmental Protection. At the present time, there are approximately 35 Division members involved in formal training in the following areas:

• Introduction to Marine Safety and Environmental Protection
• Hazardous Material Awareness
• Aquatic Nuisance Mitigation
• Marine Environmental Education Specialist
• Marine Safety Administrative Specialist

Members are also involved in self-study of the Incident Command and Good Mate programs, as well as a number of FEMA courses covering Hazardous Materials, Principles of Emergency Management and Emergency Planning.

Member training in IT, VE, MDV, Crew Programs and Specialty Courses are ongoing[ throughout the Division.[ In Marine Safety and Environmental Protection, SO-MS John Gilmore has spearheaded the Division's participation in the following programs:

• The Harbor Operations Safety and Navigation Committee
• The USCG Marine Safety Operations Group, Sector New York
• The New York - New Jersey Harbor Estuary Program

The May issue of Safety Lines recognized Division 10 for its participation in the Sea Partners/International Coastal Clean Up on April 24. Flotilla 10-02 was particularly active in this endeavor, contributing to the removal of over 1,000 lbs of debris from New Jersey’s Keansburg beach. Bravo Zulu to John Gilmore for leading the Division in these new directions.

In Public Affairs, VE, MDV and Incident Command training, Division 10 has recently participated in the following events:

• May 8 - Incident Command exercise at Westchester County Airport, NY
• May 22 - Opening day of National Safe Boating Week. A number of "Mega VSC Days" are scheduled through July 4.
• May 23 – “Hooked on Hudson”, in the Palisades Interstate Park on the Hudson River, with VSC Stations at Alpine Marina, Englewood Marina, Ross Dock and Hazard's Ramp.
• May 26 - Fleet Week
• May 31 - Memorial Day Parades in Wyckoff and West Milford.
• June 12 – The Hackensack Riverfest with Division 10 providing both on-water patrols and shore side support.
In Memoriam

On October 19, 2003, E. Frank Longden, Past RCO-N of the 1st Southern District, crossed the bar.

At 1300 on May 15, 2004, following a memorial service conducted by his shipmates in Flotilla 10-13 and witnessed by his family and the crew of the platform for the event, the Coast Guard Cutter Katherine Walker, Frank’s ashes were committed to the sea at a location several miles west of Sandy Hook.

I would like to extend my most sincere appreciation to Captain Bone, Commander Felker, CWO Barthel and Lt. Brian Donohue, the Captain of the Katherine Walker, for providing the means to afford this singular honor to Frank. I would also like to extend my deepest gratitude and thanks to RCO-N Gail Venezio, without whose tireless efforts, this event would never have taken place.

ADMINISTRATION

Several issues surfaced towards the end of the year that is applicable to all Capts

1) Who was aurthorized to be the certifying officer at flotilla elections. The manual specificlly states that, the RCO, DCP or IPDCP are the only 3 mentioned, Although I know of instances where the RCO designated someone when the DCP was not able to attend

2)By now everyone knows we have a new kid on the block. Flotilla 10-01 AirSta Lincoln Park. It contains approx 19 pilots and 12 AirCraft and was chartered Feb 19th. A Div. member became extremely up set when he had his own interpretation of how a new Flot becomes Chartered. As always read the manual

3)A Flot Cmdr on the bridge tried to tell me the Div Standing rule superceded the Manual as to Substitution if the FC can not make a Div meeting. The Manual pages 4-8/9 and 4-26 says our manual is still gospel in anyones book

PE

Classes have started, and calls are beginning to come in for special classes of Boating Safely and Water and Kids. Coastie is not working out as well as expected.There is a reluctance to travel 70 mles one way, let aone try to find someone with a hitch to go get him

MT

This is probably the most active cornerstone during the winter months and most Flotillas have training weekly once and twice a week The greatest indicator is the am't of certificates of completion I give out at each Div meeting

IS

Something has to be done about issuing Passwords. My SO-IS is still waiting to receive his and his Assist who was last yrs SO has not been able to download any info since AUG

OPS

Sal Arico is my new SO-OP and is doing a splendd job Div 10 will be working with sister Divisions on the Hudson upper reaches to increase our ratio 25% in 2002

Everyone is looking forward to the confrence We understand that the method of issuing awards has changed.We hope it will not demiish the whole reason for attending the Banguet Division 10 Has a whole new cadre of SO's and a new RCO Tom Venezio and the TENACIOUS TENTH IS PROUD TO BE ONE OF VENEZIO'S VICTORS and we are looking forward to the 2002 season ange Lacatena

Subj : SEPTEMBER DIVISION 10 REPORT

1 ) Flotillas are all in the process of starting to teach all the "fall" PE classes, ranging from BS&S, S&S, GPS, ACN, to special classes given to Individual groups as the Fire Departments, and Sheriff Departments.

2 ) The Division participated quite heavily in Op-Sail operations We supplied on the water coverage, dockside workers, VIP Boats, aerial logistical support, and interpreters on board of the Tall Ships. Once again, Division 10 is proud to have been very active participants of "Team Coast Guard".

3 ) One of our members , Peter Weill , 01S1004024 , received National recognition for three photographs taken by him which received awards at the National Photo Contest. The photo entitled " Mess Call" received 2nd place in the Fellowship Category and the photos entitled Water-N-Kids" and " It Floats, and You Don't" Were awarded 1st and 3rd place. BRAVO ZULU, Peter!

4 ) We have established a "Team Flotilla Cooperation" within the Division. That is to say that if one flotilla needs help in any form, be it MT, for Cox.,Crew, Instructor etc. the other flotillas in the Division supply the expertise to bring the Needing flotilla up to operational, self sufficient level by providing the Instructors and advise . By doing this , no flotilla is left " high and dry" and having to fend all by itself.

5 ) Next month we will be holding elections for DCP and VCP. It has been a privilege and a great personal honor for me to have been able to serve for the past two years as Division 10's Captain.
