Dated: March 2005 Meeting
To date this Division had two meetings held at Ft. Totten.
Business was conducted and Staff Officer instructions were handed out. A
new budget was approved for 2005. This year I explained that I wanted to
take the Division in a new direction. “The flotillas will be working
closely with each other to fulfill our ongoing missions in RBS, MDA, member
training, and operations, while building Team Spirit and Camaraderie among
the membership”.
My goal is to reach out to our lost members and give them a meaning. Explain
to them the new direction the Auxiliary has been going and there is still
a need for them to participate. We now have a Publications Officer that will
put together a Newsletter that can get the information out to all the membership.
A Food Service SO position is new for this year. We now can add that to our
OPR Augmentation.
The SO-PS obtained a listing of perspective members from last year and contacted
them to find out what their results were. Increase membership is another
one of our goals. The Flotilla Commanders and their FSO-PA will be reaching
out to the local boating clubs for new membership.
My staff and myself will be meeting with the Commanding Officer of Station
Kings Point to develop this years projects, and to discuss their needs in
case of a higher MARSEC level. I will share this information with Division
5.
Around the Division, member training is continuing, PE classes are being
given, and Workshops are scheduled.
There is now a telephone line and a DSL computer service in Ft. Totten. The
invitation for it use is open to all Auxiliarist and mentors in our Division
and other Divisions upon request to either me or the FC of 12-01 Walter L.

This is my first report as the new Division 12 Captain. It is my honor to
be part of this new District Board with its new leadership under the helm
of COMO Charles Sferra. Also, all the best wishes to IPDCO Nicholas Kerigan,
and his new position on the National level.
Division 12 has just completed a busy year, with its Boating Safety tasks,
but mainly in the support of the USCG at ACTNY and at Station Kings Point.
During the RNC this Division supplemented Coast Guard activities thru Patrols,
Stood Guard and Safety Watch Standing in Station Kings Point. Including its
Priority MDA patrols. I expect it to continue and increase even more.
This year we have four out of five new Flotilla Commanders with a completely
new group of talented Staff Officers. Four of our FC attended the Leadership
Training in December.
Last year we started to branch out beyond Division boundary lines and trained
with members of Division 22. This year Division 12 and our neighbor across
the East River, Division 5 will be supporting each other and will be designing
a Emergency Response Plan that will supplement each others in case of a call
out.
We started the year on a good note when 78 members and guests attended our
COW in December and welcomed in this years new Division Members.
This year I expect will be a banner year within the Division. For the first
time we have a working Web site in production. The Division will be paying
for a telephone line in Ft. Totten that will be used for on-line proctor
testing, new member referrals and PE listing. New member recruitment is going
to be one of our goals. Supporting and inter-Flotilla member training will
be encouraged. Our 10-year-old Standing Rules is past due for updating.
With a united new Board and Staff this year we will be up for the challenges
that come down from the District.

Flotilla Commanders have been instructed to keep track of all of their time and enter all the work that they do for their flotilla and for the Division. If the flotillas need help with anything please reach out and ask for guidance. Some flotillas are more equipped and active than others, so we all need to work together. The end of year AUXDATA/AUXINFO showed the flotillas that made the division shine. We did in comparison to the previous year 2002-2003 an overwhelming success even with the flotillas that chose to do nothing. Crew increased from 5 to 18 (with active duty enrolling in auxiliary and one passing crew qualifications) Coxswain increased from 9 to 14 (with active duty enrolling in auxiliary and one passing coxswain qualifications) Air Observers increased from 7 to 8, Aircrew increased from 0 to 1, Co-Pilots increased from 5 to 7, Aircraft Commanders increased from 4 to 5.
Vessel Examiners increased from 19 to 23. Marine Dealers increased from 7 to 9, Vessel Safety Checks increased from 236 to 291, Marine Dealer Visits from 191 to 202 and Instructors from 24 to 27.
Public Education Classes are in full swing to start off the New Year. Marine Dealer visits have started and Vessel Checks have begun now that the boating season is right around the corner.
Crew mentoring and Coxswain Mentoring will be begin and each Flotilla has provided the names of their mentors.
Flotilla 12-01 has certified one member for the initial qualification as Boat Crew and one certified member for initial qualification as Coxswain. Enrollments have been up by 4. Public Education and member training continue. Under the leadership of FC Walter Hillicke, Sr, hopefully coming together will be a beginning, keeping it together will be progress and working together will be a success. . Total Mission Hours for 2003: 2,656.0.
Flotilla 12-03 has been busy with Public Education classes, mentoring classes and new member enrollments. Workshops have been scheduled. Radio Communications continues with Radio Westbury every Tuesday evening. Total Mission Hours for 2003: 4,214.0. Under the leadership of FC Ken Gainer, a leader's job is to look into the future, and see the organization not as it is, but as it can become.
Flotilla 12-05 has been busy with new member enrollments. The flotilla is a
small flotilla, but each member strives hard to do work with each other and
strive for the betterment of the flotilla. Under the leadership of FC Eleanor
Greenberg, her excellence is never an accident. It is always the result of
high intention, sincere effort, intelligent direction, skillful execution
and the vision to see obstacles as opportunities. Total Mission Hours for
2003: 605.0
Flotilla 12-07 has been "above and beyond". Air Ops is off to a "Flying" start. They have flown at least 36 patrols to date totaling over 100 mission hours. They have been diligently keeping up on all the other positions offered in the Auxiliary. New enrollments have been up through Public Affairs events and Personnel Service. They are a very active flotilla and are used to transport the auxiliary all over the First Southern District. This team has "dared to soar" in all aspects of the Auxiliary. Under the leadership of FC Stephen Brice, the attitude of these "elite aviators" always determines their altitude in life. When a team of dedicated individuals makes a commitment to act as one the skies the limit. Total Mission Hours for 2003: 2,159.0
Flotilla 12-08 has made a difference. The enrollment of the Active Duty Coast
Guard has helped the flotilla with crew and coxswain mentoring and training.
Public Affairs have far surpassed any other flotilla. Watch Stander training
and Operational Support at Station Kings Point continue. Three members completed
the Chef Augmentation Program at Station Fire Island. Communications training
continues. Under the leadership of FC Jacqueline Macinick, enough can't be
said for the amount of work that the flotilla puts out. The leadership qualities
towards her members are about capturing the imagination and enthusiasm of the
members with clearly defined goals that cut through the fog like a beacon in
the night. Total Mission Hours for 2003: 5,350.0
Specialty Courses requested for the Division are: Search and Rescue Training
for Flotilla 12-07 and Communications for Flotillas wishing to become involved.
All Captains duties have been handled without incident. Financial Statements
have been submitted and dues to District and National have been paid to remain
in good standing. I have been in correspondence with the Stephen Ackerman,
RCO-ACTNY-S on any problems that need to be disseminated through the chain
and he has as usual been quite helpful and diligent to his job duties.

SUBJ: FIRST QUARTER- JANUARY DISTRICT BOARD REPORT
"The year 2003 has sped by and now we must face 2004. There may be risks
involved and we may need to face roadblocks, so stay alert. Share time with
friends and members.
Jump over obstacles with care and caution- no dawdling. Face challenges, remember
to laugh, cooperate, and discover. Make new friends, meet new members, involve
new members, but above all be ready for adventure in the new programs. Stick
together and you will go far- very far- okay, not quite that far. Always take
time to smell the flowers, don't forget to enjoy, relax, and have fun"
On behalf of the members of Division 12, we hope everyone had a joyous holiday season and a very happy and healthy New Year.
Attended the Elected Officers Training during the weekend of Dec 5, 6, and 7. Due to the inclimate weather only a few members of the Division attended- DCP, VCP, FC 12-08 and VFC 12-08. It was a very informative and well planned out curriculum and no matter how many times we have attended the training, it gets better and we can always learn something new to help us get through the year.
Flotilla 12-08 was instrumental in the set up and break down of the New York Boat Show 2003. The double sized booth worked out very well and everyone seemed to have plenty of room. It was teamwork in progress between all the Divisions, Flotillas and members that all participated. Everyone was able to work together and recruit into the Auxiliary throughout the first southern region.
We have increased our stats from 2003 and gained 4 new members, 2 Communications Specialists, 5 new vessel examiners, 2 new Marine Dealer Visitors, 3 new Instructors, 13 new crew members, 6 new coxswains, 1 Kings Point Station QE, and 1 Kings Point Watch Stander.
The recruitment and enrollment of the Kings Point Active Duty Coast Guard members
into Flotilla 12-08 will be a big and helpful part of keeping member training
active in the Division and will help us to explore new horizons within other
Divisions in joint training exercises.
The Ten Commandments of goal setting for 2004 was discussed at our Nov 2003
meeting. This is an incentive for all FC's to work on the goals and objectives
that need to be set for the year.
Myself and the VCP would like to implement a program that will help the flotillas
that are lacking in activity.
The Division will be making up for the agenda items that were put on the back
burner due to issues that took time away from the keeping the flow of important
matters to the forefront:
1. Division 12 Standing Rules- 2. Division Budget. 3. Emergency Response and
Disaster Plan. 4. Division Web Site and linking flotillas.
2. The Division Marine Safety Officer has sustained a good working relationship
with the "Office of Emergency Management", and has taken the Department
of Homeland Security "Bio- Hazards Training Course"
3. The Division Communications Sevices Officer has begun implementing a new
Website for Flotilla 12-08, which will be a complete link to the Division and
other flotillas in the Division. This will increase member recruitment and
retention and public education.
We were able to acquire two TCT training classes and had 33 members of Division 12 keep up their currency or have their crew/coxswain status reinstated, if in fact that was what had them in REYR status. We were also able to network and assist members of Division 5 with TCT training which showed to be a good working force.
There were many other agenda items and proposal items that were to be brought up the chain, and I am hoping with new FC's , new staff officers, and a new VCP- we will be able to prove another successful year in spite of the frivolous complaints and problems.
Once again all members have been informed that they must follow the Parallel Staffing Procedures of Communications. All information has been passed on and disseminated to all FC's and membership of all items of importance. The "Unit Officers Reports" and "Financial Reporting of An Auxiliary Unit" has been discussed
The Flotillas have been utilizing the District 7 Web Page for On-Line Testing. This has been a great factor in involving the new members into the new programs.
The Division had four members attend the "Chef Augmentation Program" given
at Station Fire Island.
Public Education and Member Training proved to be a positive force throughout
the Division with the active and thriving flotillas.
The "Division 12" Change of Watch turned out to be a nice event with
a good turnout. I will be attending the Combined Change of Watch for the Aviation
Flotillas on Jan 17, 2004 at Fort Hamilton. It was unfortunate that I was not
able to attend the Div 14 Change of Watch due to the conflict, but my heartfelt
thanks are with you on the invitation.

OP-SAIL 2000 had been the focus of attention for the first half of the year. Division 12 is proud of its participation in OP-SAIL 2000. Our members participated on the water, in the Air, on the land and with communications over the airways and in backfill operatons all while continuing our regular patrols.
Some of our members suffered personal injuries and vessel damage, but thankfully not that serious.
Our thanks go out to all those who participated and gave of their valuable time and equipment.
Once again 12-1 leads the way with at least 11 new members keepup the good work.
12-3 provided 5 facilities for OP-Sail ad back fill operations, 15 Coxswains and Crew members and 1 Watchstander at MOTBY.
12-5 has been priced out of their meeting place but have been successful in securing a new location at Flushing High School.
12-7 provided Air Support for OP-SAIL . They are a very active Flotilla and extremely innovative under the leadership of Peter Lombardo FC. Along that line they have filed for a Boat US Grant geared to Public Awareness and SAR activities.
12-8 Enough can't be said for the work of 12-8 that is produced under the leadership of Susan Macineck FC. They have completed numerous crew, instructor and specialty course upgrades. Their members are very motivated as indicated by the many award certificates I receive on their behalf every month.
12-1, 12-3 and 12-8 have been very active in their PE programs and have qualified several new instructors and NYS certified instructors. Division wide, 16 members are scheduled for new member training at the District meetng.
Division elections will be held at the 2 October meeting and our change of watch is tentatively scheduled for 3 December 2000.
