- It gives me great pleasure to wish the District Board and all the members of Team Coast Guard a Healthy and Happy New Year from the Officers and Members of Division 13, “THE ONES TO WATCH.”
- The year 2005 was an eventful and productive year for Division 13 and it people. My predecessors had many notable accomplishments with missions and programs they planned and executed in 2005.
It is my fervent wish to continue their fine work and perhaps to go forward on their accomplishments in Member Training, recruitment and retention as well as other missions.
- Two Thousand and Six will witness the continuation of a program that is very near and dear my heart. In the past it was referred to as “The AP Class,” “The New Member Class” and “The Sunday Morning Class”. As a work in progress it has proved to be successful and well accepted.
Going forward this ten session course will be referred to as “The Division 13 Boot Camp” it is open to prospective members, AP members and new members. The course explores many and various topics with special focus on the needs of our newest team members. There is no text for this program. The sessions introduce them to the Station, the boats, enlisted personnel and their jobs; it provides opportunity to get to know their peers from neighboring flotillas and establish friendships. This only touches on the eclectic range of class experiences that are included in the sessions which are presented by a variety of speakers.
- Division 13 intends to gear up training to provide opportunity for participation in the District SAR-X this June. Flotillas will be requested to form teams and get onboard this fun and fellowship event. It dovetails with our usual Division crew training which has enjoyed so much success.
- Winter Operations continue and patrols will be scheduled as weather permits.
- A Budget meeting, FC/VFC meeting as well as a DIV Staff meeting are in the works.
- The Division 13 Change of Watch Dinner Dance is scheduled for February 11, 2006. This annual event should kick off our year in great style and good fellowship.
- Division 13 wishes all the District Officers and Staff an enjoyable and productive year. Please do not hesitate to contact me if I can be of any assistance to you or your staff.

1. On January 8 a meeting of incoming flotilla commanders and vice
commanders was held to discuss roles and expectations for the coming
year. The meeting was broad in scope cover goals and objectives for
the 2005 watch as well as, key initiatives covering recruitment and
retention.
2. Member training continues to be a major effort in 2005. The division
has completed a NavRules workshop, started an AUXCOM and AUXSAR class
and scheduled AUXWEA for April. A Vessel Examiner and Program Visitor
workshop was given to interested members.
3. Division staff officers have been requested to meet with their flotilla
counterparts to review their programs for 2005 and to establish a working
relationship to improve communication between all levels.
4. Division Crew training started in January on alternating Saturday/Sundays
and we have 18 members enrolled. Crew training is also being offered
on the flotilla level with an additional 10 candidates.
5. RFO winter operations are underway, weather permitting.
6. 2005 budget was passed at the February Division Meeting.
7. Recruitment and Retention (R&R) Committee is developing power
point presentations to be given at basic boating courses and other recruiting
venues. Target date for the boating presentation is 15 March. The committee
is also working on a marketing program to “get our story”
to non traditional audiences.
8. Created a staff position to manage the Emergency Response Plan.
9. The 2005 Division Response Plan is in its final draft stages and
will be presented to the Division Board at the March Division Board
Meeting.
10. The Division Steering Committee meets monthly to help manage the
goals and objectives of the division.
11. The 2005 Change of Watch was a big success. CDR. John Felker, CDR.
John Healey, BMCM Thomas Botzenhart, Officer in Charge Jones Beach,
BMC Andrew Coppola, XPO Jones Beach, Thomas Venezio, VCO 1SR, Gail Venezio,
RCO Sector NY-Northern and Richard Mullare, RCO GRUMOR joined over one
hundred members and guests at the Change of Watch.

4. The Division established an “AP” class for all new members
in 99 status. The intent is to get the pending member involved during
the enrollment process. The group met on Sunday mornings where classes
were drawn from the Auxiliary Manual. The cadre published the course
agenda on the Division web page and our classes averaged 10-12 “AP”
members each week. We will continue the program during 2005.
5. The SO-MT organized a crew trainee academy again in 2004 with good
success. Each lesson was given on alternating Saturday/Sundays to offer

2. The division continues to stress member training as evidenced by
the following:
· 4 Trainees continue to actively work toward their qualification
as Watchstanders.
· 3 additional TCT workshops were scheduled and completed.
· The SO-CM and other AUXCOM qualified members participated
in the District monthly communication drills.
· Crew on-water training continues on the flotilla level. 5
members have qualified as crew YTD.
· The division held an Emergency Response drill to test the
division plan and identify any communication shortcomings. The drill
was an outstanding success from a technical and practical aspect.
We were able to identify operational issues and develop “procedural
fixes”. Plans are underway to conduct an unannounced drill in
conjunction with the NCPD and Station Jones Beach for later this year.
3. Vessel Safety Check Ramp Days have been scheduled monthly throughout
the Division’s AOR. We are on plan to attain our Division VSC
goal.
4. Monthly operations meetings are held to pick safety patrols and
discuss any operational issues. The division is on target to meet
our performance goal.
5. The division actively participated in the Port Authority Police
Department training during the last week of July and the 1st week
of August. The division supplied 5 facilities, 6 coxswains, 3 crew
and 4 instructors for the 2 week course.
6. The division completed 3 summer BSC courses.

2. The division has been active in member training since the beginning
of the year. As of 1 June the following member training has been started/completed:
There are currently 4 trainees actively working toward their watchstander
qualification.
Thirty-four trainees recently completed the division winter shore side
training workshops. Each of the trainees is now ready for Phase 2, the
“on water” training tasks. This will be done at the flotilla
level and under the direction of the individual’s FSO-MT.
Year to date the division has given 1 AUXSAR course, 3 AUXCOM courses
and 1 AUXACN course. Two new AUXOP members qualified during the 2nd
Quarter of 2004, Stephen O’Rourke and Wayne Spivak.
The division held an ATON workshop and 30 new Aton verifiers were qualified.
RFO Winter training was completed with the addition of 4 new members
added to the winter ops team.
4 TCT workshops were scheduled and completed during the 1st half of
2004, as well as, 1 division and 7 flotilla operations workshops.
The SO-VE presented the VSC Workshop and 15 members successfully completed
the exam and are currently in the process of completing the remaining
qualification tasks.
The SO-CM and other AUXCOM qualified members actively participate in
the monthly AUXNET drills.
3. The division instituted a VSC contest to coincide with Safe Boating
Week. The goal of the contest was to generate more flotilla and individual
involvement in ramp days. The contest ran from 22 May- 30 May. Division
13 completed 467 VSCs, which was 55.86% of the total VSCs done in 2003.
The SO-VE and SO-PA along with their committees did an outstanding job
getting the word out via radio, TV and print coverage.
4. The Division was actively involved in the Blue Angel air show at
Jones Beach State Park. The division supplied 6 boats for security patrols
both offshore and in the back bays. The SO-CM and his staff were ops
control for all units involved in the 4-day event and were located in
the NCPD mobile command bus.
5. The ONC, Station Jones Beach, DCP and VCP met with the following
NCPD personnel: Denise J. Monette, Asst. Commissioner; Chief Stephen
J. McDonald, Commanding Officer Support Division, Inspector Monty H.
Gerbush, Commanding Officer Communications Bureau, and Sergeant Thomas
M. Golder, Communications Bureau to discuss the division’s participation
on the STARCOM Task Force.
6. The division has completed 21 BSCs, 2 Children’s courses, and
2 GPS courses to date. Additional courses are scheduled throughout the
summer and early fall.
7. The division stood watch at the Freeport in Water Boat Show.

1.
Division 13 manned the Long Island Boat Show for seven days during the first 2
weeks of February. PE class schedules were handed out for both Divisions 1 and
13.
2. The flotillas in Division 13 will be presenting 22 Basting Safely
courses, 1 Advanced Coastal Navigation course, 1 GPS course, and 2 Youth Boating
Safely courses during the timeframe February to July of 2004.
3. The
division budget was presented at the February Division Board Meeting and passed
as submitted.
4. The division training:
Completed 2 TCT workshops
and has a 3rd Scheduled for March.
Crew training continues on the weekend and
will finish all shore side tasks and mentor signoffs by the middle of June.
Completed 1 AUXCOM class.
AUXSAR scheduled to start in March.
The January
freeze pushed our Winter OPS Training to early March.
SO-OP has held meetings
with FSO-Ops to review PALMS and its impact on the new SOP for requesting orders
etc. Meetings are scheduled for the 1st Tuesday of each month to review any operations
issues and to access PALMS.
5. The 2004 division goals and objectives
were published at the incoming FC/VFC meeting.
Grow the Division to and maintain
it at a membership level of 250 members.
Achieve a 30% increase in the number
of graduates from public education classes.
Increase the number of vessel safety
checks completed in 2003 by 30%.
6. The 2004 Division Change of
Watch was an outstanding success in the number of attendees (105) and support
from 1SR and Group Moriches.
7. The bridge attended the Division 18
Change of Watch at the airbase in Westhampton.

for June 21 Division 13 Richard Mullare DCP 13 This Quarter
has been productive with most flotillas finishing up their spring PE programs
However there are still Two more courses planned for June and Three more in
the setting up stages for this summer. There will still be more classes set up
as we receive requests from organizations.
We
currently have 18 members finished with their shore tasks for Crew and 8 members
Finishing there shore sides for Coxswain. Their training for on the water
tasks is now underway. Our
SAR season got of to a good start thanks to the Mustangs that we got from DIRAUX.
All the Mustangs are size XL so we could not distribute them to the personal with
the most hours on the water as they were intended so we have them stored at the
Station and issue them to those who need them to do the assigned patrols. With
the water being so cold this year we are still using the Mustangs as of this weekend
(6/1/03). We have increased membership substantially this year and have had
good Member Retention. We
are still qualifying people for winter OPS thanks to the fact that we received
an XL dry suit so we should be in good shape for the upcoming winter season.
Our Division meetings have been well attended and our staff has been doing an
excellent job. The watch standers program has been going smoothly and we should
have some new people qualified soon. It
looks like we will be having another year without a change of Command at Jones
Beach and that will make it easier for us to get our jobs done
1/7/03 To COMO Kerrigan: Division
13 had a good year in 2002, our Recruitment and Retention was ood, our VSC program
was Good, our OP's program was well supported, our ember Training program did
well Especially in AUX Specialty classes, and ur PE program worked very well.
Our goals for 2003 are about a 10% ncrease in VSC, PE, PS, and OP's. our big push
will be in Member raining. Our first Crew class went off well and we will be continuing
he course through April. We are starting a Training program for Watch tanders
and hope to expand the # of watch standers by 50% this year. We ill also try to
Qualify another JOOD. e will be working with Station Jones Beach on coming up
with a mergency call out system where we will be more able to be of assistance
n the event of another 9/11 or the threat of one. We are very lucky to ave an
OIC and Exec. who are pro Auxiliary and it looks like we will be aving at least
2 more years of stabile leadership at Sta. J.B. Senior hief Botzenhart was promoted
to Master Chief last week and has decided o bring some stability to the Station
by staying on.ll in all I expect to have an excellent year at Sta.J.B. and look
orward to working with Divisions 1 & 18 o expand Gru-Mor, ability to work
as a team. We all feel that this is mportant in the face of all that is going
on in the world and I know hat all of our members are going to strive towards
this goal .We will be orking with the RCO Gru-Mor to achieve this goal Respectfully

Division 13, DCP Report 28 February 2002
Everything
is progressing smoothly at this point. Our Training for existing Crew & Coxswain
at Sta.Jones Beach has been well attended and is utilizing station personal as
instructors.
All of our Flotillas are currently teaching PE courses or will be starting classes
in the next few weeks.
The Flotillas are also conducting New Member Training, Crew Training And Coxswain
Training. We
had 2 weekends of watch standing at our Booth at the Nassau County Boat Show.
We had a lot of interest in PE courses and also in People wanting information
on the Auxiliary and where they could join.
We are currently making plans for a Booth at the Freeport boat show next month
Our resident Nav Rules expert, Hal Gold will be having a Week long course starting
March 25 and as usual it is open to other Divisions and Station Personal.
We are in the process of starting a new Flotilla Which will consist of about 12
new members and a core of existing members.
We are planing an ATONS Verifier course for this month . and a VE course right

We have been holding training sessions at Station Jones Beach utilizing both regular
and auxiliary instructors.
We just finished an AUXPAT course with 20 students and we are starting an AUXCOMM
course this week.
We had a booth at the Nassau County Boat Show For two weekends.
We have a new flotilla forming now and we should have 12 new members recruited
by next week.
Jan 2002 Our staff
officers have started contacting their counterparts on both District and Flotilla
levels. As of our 1st Division meeting on 10January all have made contact. our
primary goal will be Training, Retention
and New Membership. We
are meeting with the OIC And BM1 at Station Jones Beach to set up training schedule
for the Auxiliary members to train with the Station personal so that we are all
working together and therefore become more of an asset to the Station when we
are needed. We are starting Crew and Coxswain
courses with Division 1 and are continuing to set up AUXOP courses for both Division
1 &13 to attend We are setting up AUX-NAV, AUX-PAT, and AUX-COM We have a
tentative class for both Divisions on NavRules. We are setting up spring classes
for VE, MV and AN. We have set up comities for Awards, Budget, Good & welfare
and for the SAR Rodeo which we are planning for this SAR season. Respectfully

As of this date, our seven flotillas have recruited a total of 17 new members. ·
June 11th, Division 13 received a commendation from Thomas S. Gulotta, County
Executive, County of Nassau stating how much the County appreciates what the Division
is doing in regard to making Nassau County a safer place to boat.
· For the first time,
our Division participated in a joint exercise with the Bay Consta-bles of Nassau
and Suffolk Counties. On June 13th and 14th, the Auxiliary members participating
were utilized as target vessel operators for which the Division received a Letter
of Commendation from the Town of Hempstead, Department of Con-servation and Waterways.
· On August 19th, the
Division gave an eight hour safe boating course to Fire +Rescue Personnel at the
Nassau County Fire Service Academy, Old Bethpage. ·
The Division also gave a PE course at a local library. These courses were a joint
ef-fort on the part of the flotillas (each flotilla furnished an instructor).
· CME's given as of August
28th total 345. ·
There were 17 multi-lesson courses given for a total of 109 class sessions on
flotilla level. ·
Patrols as of August 28th, total 742 hours ·
CG support missions total 1,108 hours ·
Other Ops missions total 632 hours. ·
Coast Guard Administrative missions total 179 hours. ·
P.A. missions - 481 hours. ·
Starting in September, Membership Training on the Division level will include
