JUNE [2006] DISTRICT REPORT DIVISION 14

Division 14 has been very active, we have completed two BS&S classes each had 21 students. We have completed two ABC classes with good results and have three more scheduled for June. With the boating season in full swing the Mentors have been working to get as many as we can to be Crew Qualified and for those that are Crew get there currency maintenance completed. Working very hard to get everyone's PSI up to date.

The Division had 28 members participate Operation Mariah. We had four boats on the water Lady B, Long Splice, Last Dollar, and Precious Cargo. The Operation was a great training exercise. Every thing went pretty good except for the weather. Every who participated came away with a feeling that it was a success. Looking forward to the next exercise.

MARCH [2006] DISTRICT REPORT DIVISION 14

Div-14 has been very busy the last few months. With the change of watch being out of the way. We have turned our efforts toward winter training and Safe Boating classes. We have two classes in progress each class has over 20 students.

Operation Mariah training, table top exercise, was completed. Div 14 had 22 in attendance.

All Division were well represented . It was big success and everyone learned a lot. The exercise made us aware what we were doing right and how to improve. We are trying to get ICS-100 and 700 started

Division 14 Monthly Report

Division 14 started 2 boating safety courses. Each class had 16 students. We also started one young boater class, 12 students. Division 14 has two teams in the operation Fog Knife. One team is a land team and the Lady B will be underway for on-water operations. We are planning to start a NAV rules class for potential coxswains and anyone else interested. This training will be held at Station New York starting early March.

The Division 14 Change of Watch that was scheduled for January 22nd, had to be canceled because of the snow storm. The Change of Watch took place on Sunday, January 30th. Captain Wiltshire swore the newly elected officers in.


Commodore, on behalf of myself and members of Division 14, I would like to extend to you, Vice Commodore Tom Venezio and District Board and Staff of the First Southern, our very best wishes for the New Year and all it holds in store for us.

Division 14 is proud to announce that we have acquired a permanent meeting place at the Coast Guard Station New York. The Commanding Officer, Lt. Craig McClellan has offered this meeting place in the hopes that we can become a stronger part of assisting the regular Coast Guard. His request is for us to be a part of them and to give the new Commander, Lt. Peters as much support as we possibly can.

Our continued participation in making donations to the Marine Corps League's Toys for Tots Program;

Manning safety booths at the National Boat show in the Javits Center;

A recently concluded 13 week BS & S class were held at Wagner College have two possible members;

Two Flotillas are currently scheduling courses for January start;

Auxiliary Vessel "Lady B" will be available the first of February for all Division 14 as well as all surrounding divisions for boat crew program members to participate;

In the year 2005, Division 14 plans to meet and exceed the new enrollments accomplished during 2004.

We stand ready as the Security program advances to the next stage.

I hereby submit my Captain’s report for Division 14 – Staten Island, NY:

As my last report being submitted as DCP 14 of Staten Island, NY, I would like to begin by saying thank you for the all the support that I have received from 1st SR EXCOM. My Division has faced difficult times and many changes during my two years as DCP. With the guidance I received, Division 14 has prevailed and is now stronger than ever before. Starting up a new flotilla was no easy task, and without District’s help and support, it would never have come about. Presently 14-06 is thriving and has exceeded all early expectations.

1) The majority of activity in our Division during the past three months relates to Operations. Our members are doing patrols and performing their five-year QE and currency maintenance requirements. Heavy emphasis has been placed on the RNC and a great many of the operational facilities in Division 14 performed patrols. A number of Auxiliarists also participated in land duties.

2) Along with regular operational facilities being out every day of the RNC week, the Lady B was out doing patrols every day/evening. The basic core crew of Lady B took vacation from the paying jobs in order to be able to crew Lady B for this week. Their dedication should be highly commended.

3) Boat crew training which was hosted by Division 2 & 4 has helped train many of Division 14’s newer members. At this time, I’d like to say “thank you” to both Divisions for their devotion to crew training and for helping Division 14.

4) A Vessel Examiner course is underway for interested parties in our Division, and we are looking forward to their participation in the program next year.

5) A 13-week BS & S class is scheduled to begin on Tuesday, 14 September 2004 at Wagner College’s Spiro Hall. It will be jointly taught by instructors from Flotillas 14-01, 14-03 and 14-06.

6) We continue in our efforts to expand our membership when opportunities present themselves. My VCP and FC of 14-06 attended a Fair at Wagner College trying to recruit members.

Even though my term as DCP has come to a close, I would like to continue supporting the 1SR in some other capacity. This is a strong and vital District, and I am proud to be a part of it.

I respectfully submit the following report noting the activities of Division 14 during the past few months:

 

1)     The Division donated money to and participated in a Memorial Day Service in Tottenville Marina hosted by one of the Flotillas.  Commander Felker was present and also participated along with a representative from Mayor Bloomberg’s office.  Marine 9 from the NYFD provided a water display.

 

2)     Two boating safety tables were set up during Boating Safety week.

 

3)     Eight new members were enrolled during the first quarter. 

 

4)     Five members of our Division participated in an AUXCOM class and all passed.

 

5)     Newer members are taking advantage of the Boat Crew Training and Sign Off Program provided by District from Divisions 2 and 4.  They are very excited to be receiving formal training and are anxious to become fully qualified.

 

6)     BSC and ABC classes have been hosted by Flotilla 14-06 and co-hosted by Flotillas 14-01 and 14-03.  Flotillas in Division 14 are now working together to provide public education and member training. 

 

7)     A number of Division 14’s new members are taking advantage of the training available; AUXOP classes, VE, IT and Boat Crew program. 

 

8)     Division 14 is in the process of pooling resources from each flotilla to be able to participate in the Coast Guard Mutual Assistance program.

 

9)     Division 14 is proud to announce that one of the members, Michael Penna, of Flotilla 14-06 has accepted an appointment to the Coast Guard Academy and will be reporting to the Academy on June 28.  Two AIM Candidates have been accepted.

 

10)  Flotilla 14-06 is almost ready to celebrate it’s first year anniversary and is thriving.  They are experiencing steady growth with great interest in participation.

 

11)  Lady B is continuing a steady patrol schedule, with regular operational facilities getting started.  Lady B has become a very valuable asset to Activities NY.  They receive many requests for specialty patrols.

 

12)  At this point of being Captain of my Division for the past year and a half, I am very proud of the growth we have seen as well as the fantastic cooperation of the flotillas to work together for a common cause; i.e., boating classes, member training, boating safety booths, etc.

Commodore, on behalf of the members of my Division, I would like to extend to you, Vice Commodore Sferra and the District Board and Staff of 1st Southern, our very best wishes for the New Year and all it holds in store for us.

I would at this time, like to present for your consideration some totals of which we are very proud:

New enrollees: 30

Chartering of Flotilla 14-06

Our continued participation in making donations to the Marine Corps League’s Toys for Tots Program;

Manning safety booths at the National Boat Show in the Javitts Center and at the Staten Island Night Out for Safety;

Two candidates accepted for the AIM program who subsequently were accepted into the Coast Guard Academy;

A recently concluded BS & S class which upgraded the status of 13 Auxiliarists from IQ to BQ;

Two Flotillas are currently running BS & S classes;

Plans to present an America’s Boating Course to be run by our newest Flotilla in conjunction with and sponsored by Wagner College;

Auxiliary Vessel “Lady B” has been available to all of Division 14 as well as all surrounding Divisions for Boat Crew Program members to participate in the many hours performing Enforcement of Law & Treaties patrols. Lady B counted 553 hours underway with man hours from these patrols totaling 2,203 hours.

In the year of 2004, Division 14 plans to meet and exceed the new enrollments accomplished during 2003. The various flotillas are hard at work providing training for these new members to get them into the programs available to them.

We stand ready as the Security program advances to the next stage.

1. The Division Budget was submitted for 2002 and approved by the Bridge.

2. New members are actively being recruited from ongoing boating safety courses being offered by all Flotillas.

3. The Change of Watch was held on January 26, 2002 with RADM Bennis as the guest speaker.

4. The seminars for Operations and Vessel Examiners has been set for April 17, 2002.

5. TCT Training will be conducted on April 13, 2002 at ACT-NY commencing at 0800.

6. Mentoring for both Coxswain and Boat Crew are being conducted with shoreside classes being held weekly.

7. Coordination for exercises with Aviation Facilities are underway.

8. Division is 14 currently augmenting ACT-NY and STA-NY with watchstanders along with trainees to assist aboard CG vessels.

Successful Board Meetings have been conducted monthly with most flotilla and staff officers present.

All flotillas are currently planning to teach BS&S or NYS Boating Classes.

Mentors are currently working with boat crew / coxswain trainees.

Participation in augmenting Team Coast Guard during the initial phases of the World trade Center disaster was swift and immediate both afloat and ashore.

As part of a Community Outreach Program, a "Toys for Tots" campaign was undertaken and all toys were donated to the Marine Corps League on Staten Island for distribution to needy children.

All flotillas have experienced growth in new membership.

Statistics for year 2001 are: 173 Air Ops Hrs, 326 VSCs, 981 Surface Ops Hrs, 1136 Education Support Hrs, 37 MDVs.

A "Boating Safety " booth is being planned at the Staten Island Mall.

Plans are underway for a Change of Watch on January 26, 2002 at the Richmond County Yacht Club.

Subject: August/September 2000 Division 14 Report

1. Division 14 is actively pursuing Job 1, through the remainder of a challenging year of transition. Three of the five units have enrolled new members. Net gain reports are anticipated for award considerations by the end of this year.

2. The composition of operational activities has significantly changed during the course of this year, due to the efforts of Flotilla 14-3, which has emphasized air operations. This development has added flexibility to our surface operations program, and may have a significant impact on our recruitment efforts.

3. External and internal communications issues remain a concern with the Division Board. The predominant reliance on electronic correspondence, in terms of frequency, content, hard and software requirements has produced a significant degree of dissatisfaction and controversy. Methods of conveying information to the flotilla members have been discussed repeatedly over the course of the year, and have been reiterated during the September Board Meeting, along with an internal improvements. It was recommended that traditional postal mailings continue to supplement electronic mail.

4. Approved updated Division Standing Rules were distributed to all Board Members during the September Division Meeting. Updated Flotilla Standing Rules should be ready for submission to the DSO-LP prior to year end. Congratulations were conveyed to Mr. Melvin Ypperstrom of the Division 14 PDCP Committee.

5. Division 14 will conduct it annual elections for DCP and VCP during its October Meeting. Letters of Intent were received by the Chair Person of the Nominating Committee from two qualified candidates.

6. The Division 14 Audit Committee was formed at the August Board Meeting, and is planning to conduct its audit during November, in preparation for timely submission of the Division Financial Report. The Inventory Report will also be submitted on a timely basis.

7. I was proud to introduce LCDR Tina Cutter, USCG, Activities New York, at our 6 September 2000 Division Board Meeting. LCDR Cutter spoke of the Sea Partners Program and the USCG's emphasis this year on reaching children from Kindergarten through 12th Grade. There will be a presence at the Staten Island Zoo on Conservation Day.

8. The Division Board voted to have the 2001 Change of Watch in the January/February time period. Committee members are being solicited at the flotilla level.

9. Division 14 is proud to have participated in OPSAIL 2000. Questions have been raised however regarding specific communication of details prior to the event, and mandated time commitments to be accepted for service.
