Division 18 1SR (elect) Subj: JANUARY 2005 DIVISION 18 REPORT 1. This report is not so much a Division Activity Report, but rather a first report of this Captain and more of a position paper as to vision, goals and Member Training for Division 18 for 2005. Training is the essence of success for the organization and the success of its membership. Without it nothing else happens. 2. PRESPECTIVE – A new design for leadership is needed, the old one does not fit anymore. People are also changing so leaders must observe more, learn more, and adapt more. The ability to observe, learn and adapt is critical to moving forward. Population demographics are changing and there is greater diversity in education, culture, and interest of individuals. These things affect how individuals are willing to be led. The classic command-and-control style of leadership no longer fits. Some of the unintended results are inflexibility, minimal performance, inefficiency, and employee alienation. Bureaucracy runs on “position power”. Today the emphasis is on “relationship power” or “people power”. Today, individuals want a voice in their organization -- they want to make a difference. They are not willing to follow blindly. As a result, organizations are decentralizing and leaders are discovering that the power to accomplish comes from the ability to develop trust, build teams, and empower individuals. 3. SCOPE MEMBER TRAINING - The Divisional Training Plan is applicable to Auxiliary training at the Division and Flotilla levels. This plan is an assessment of the current paths presently available to the future of Division and Flotilla Membership Training. Membership Training is a co-dependent interaction of the Coast Guard and the Coast Guard Auxiliary. These interactions impact directly upon the membership Nothing in this Divisional Training Plan shall be in conflict with the Auxiliary Manual, COMDTINST M16790.1 (Series), and authorized changes thereto. 4. ACTIVE PARTICIPANTS - Active participants in the Divisional Training
Plan are primarily the U. S. Coast Guard and members of the Coast Guard
Auxiliary. Within the Coast Guard, active participants include G?OCX,
DIRAUX 1SR, the Coast Guard Academy, the Leadership Development Center,
the Coast Guard Institute, and various operational elements receiving
direct support by Auxiliarists. Within the Auxiliary, active participants
include the membership, elected and appointed officers at all levels,
the instructor cadre, and elements of the District Staff.
6. VISION - Membership Training is evolving from a historical two-part system into an entity with a tripartite foundation. The two-part system includes (a) the traditional educational modalities of published materials (books, overheads, slides etc.) and (b) instruction. The third component of the newer entity includes the paradigms offered by “distance learning and testing”. While in a purer sense, this third component may not be “new”, in that content and instruction is still required, it does significantly alter how and when our membership may participate in these newer modes of education. It will be the task of the Division Training Officer (SO-MT) to maintain the traditional methods of membership education, and address the emergent needs and concerns that are brought by distance learning. The division-training program must address activities supporting the Coast Guard, their fellow Auxiliarists, and members of the Boating Public in a safe, competent, and efficient manner. Participation in training, as well as the development of training materials, will be greatly encouraged at the division and flotilla levels. To achieve this goal, the Instructor Cadre is strongly encouraged to meet any and all of the present and future levels of instructional capabilities and requirements of new educational technologies that may be addressed. 7. RESPONSIBILITIES - 7.A District Level Training. District level training, supplements Nationally provided training materials, and it is the responsibility of the local District Director of Auxiliary (DIRAUX), implemented through the Operations Training Officer (OTO) in the office of the DIRAUX, or through the District Staff Officer for Member Training (DSO?MT), or other means as may be established to implement the processing of training material to division level for promulgation. 7.B Division Level Training. At the division level, the overall training responsibility is vested in the Division Training Officer (SO-MT), supported by the District Training Officer (DSO-MT). Training materials originating at all levels are developed and produced in compliance with policies and requirements articulated in the Auxiliary Manual, COMDTINST 16798.1 (Series). Traditional responsibilities require continuous upgrading of training content and material to maintain a current knowledge base. 8. IMPLEMENTATION OF TECHNOLOGY - To extend the quality and efficiency of training available to our membership, the Division Training Officer (SO-MT) should incorporate new training methodologies to carry out training efforts. These efforts will supplement the use of traditional means (publication of books, manuals, and other materials) with the use of electronic media, CD?ROMs, and distance learning/education technology. Distance learning modalities can currently be subdivided into two broad categories – synchronous learning and asynchronous learning.. Briefly, synchronous learning occurs within the realm of an electronic classroom simultaneously occupied by students and one or more instructors. Asynchronous learning occurs within the confines of preprogrammed instruction available on an individualized schedule. It would be analogous to the situation experience with correspondence courses but on a significantly faster tracking period. 9. DIVISION DIRECTORATE – The appointment of a Division Directorate. This Directorate has been given the following charge. 9.A FLOTILLA DEVELOPMENT PLAN – At present, what appears to be a tenuous position for the division, now suggest strong recommendations as to the feasibility and proper processing of a least two (2) new flotillas. May I suggest that you explore the northern and southern portion of the Divisions AOR, that is, one flotilla on the northern portion from about William Floyd Parkway, east to the western edge of Riverhead, and a second flotilla on the southern portion from about William Floyd Parkway, east, to just about west of Bridgehampton. 9.B AVIATION 9.C EMERGENCY RESPONSE PLAN (ERP) 9. James H. Cornell Jr., DCP 18 (1SR) Via: Harvey Miller, RCO-GruMor (1SR) Subject: 19 JUNE DIVISION CAPTAINS BRIEFING 2. A Regatta had been scheduled for Saturday, 22 May @ 1000. Unfortunately it had to be cancelled due to the fog. 6 OPFAC’s were expected to participate. The plan was to rendezvous at Station Shinnecock @ 0930, and leave the station @ 1000, head west to the East cut of Moriches Inlet, pass the West cut and head back to Station Shinnecock for a picnic. The picnic was a success. The Regatta will be rescheduled shortly and will be merged with a SAREX. The purpose of the SAREX will be Boat Crew Training and Currency Maintenance. This time we might have a visitor, CDR Felker, DIRAUX. 3. Before anyone starts training at any station within Division 18’s AOR, in any capacity, they must go thru a screening process. The screening process will consist of the Flotilla Commander, either I or a designee and the Station. This will apply to Watchstanders, CG Boat Crew and also non traditional jobs 4. Station Shinnecock Cooks, Currently we have 4 members that have trained as cooks and are actively filling in on a regular basis. They are Jim Cornell, Debbie Cornell, Mary Jo Cruickshank and Tom Cruickshank. 5. Radio Watchstanders and Engineers. Currently we have 2 Watchstanders, at Station Shinnecock and Montauk and additional Watchstanders are in Training. Our long-standing watchstander, Henry Landis, has been doing most of the training. Group Moriches has employed 1 engineer, Merlon Wiggin. Our goal for this year is to augment the stations with Non-traditional as well as Traditional support as much as possible. 6. Division 18 created an Honor Guard. The purpose is to prepare us for ceremonies or parades that might come up. Our first meeting was Tuesday, 18 May. This was an organizational meeting and to give an overview. We had 9 very interested members. 19 June 2004 7. All Flotillas have offered multiple Boating safety courses and are scheduling additional classes. We expect an increase of about 30% from last year. 8. Our VE Program is going well. So far we have 2 additional Vessel Examiners and a number of VE Booths planned through out the division. 9. Fingerprinting has been going well. All flotillas were visited at least once so far. A second trip is underway. So far we have completed about 70 - 75% of the division. 10. CDR Healey has accepted and approved the “Adopt a Lighthouse Project” for Long Beach Bar Lighthouse submitted by Merlon Wiggin. 12. Project Outreach is being planed throughout our division. We plan to visit about a dozen Marinas giving Vessel Exams, Lecturers and meeting the public through a public information booth. We are being supported by the CG. 13. The firearms coaching program will start in the month of August. Group is waiting for the new Gunners Mate to get familiar with his new assignment. HONOR – RESPECT – DEVOTION TO DUTY

10. Cold Weather training/patrols are currently on hold until some of the ice thaws. Our Cold Weather Team and Facilities are patiently awaiting orders. The certified include Jim Cornell, Vin Pica, Lou Chrisomalis, Phil Warner, Don Daniels and Kevin Osterbery.
12. All Flotillas have scheduled at least 1 boating safety course.
13. Division 18 already has Staff Officers, New Members, and others signed up for the District Awards Conference. Last year we had good attendance from our division. Those that participate last year, took notes, and made a report to division on that topic. We will do the same this year.

Our Team Coordinated Training (TCT) class has been rescheduled for Saturday, 31 January 2004. It will be held at the Mess Deck of Station Shinnecock @ 0830 2. Our next Division wide SAR Exercises is in its planning stage. CDR Felker, has showed an interest in attending out next SAREX. Topics will include Boat Crew / Coxswain Training, Execution of Search Patterns, PIW Search, Cruise Exercise, and preparation for ISAR 3. The topic of our second round table discussion with both Division and Flotilla staff will be for PA/PE will meet on a date TBA. This meeting will include everyone involved in PA and PE including FSOs. The SOs will run this meeting. 4. Our Communication Specialty Course is scheduled to start Tuesday, 13 January 2004. The instructor for the course will be Bill Tooker. The course will be held at Station Shinnecock and will run for about 8 weeks with the 9th week for the exam. Time TBA. 5. We are looking to train Auxiliary, Reserves, and regulars in the use of RDF equipment. This will take place sometime after the AUXCOMs course. 6. Cold Weather training took place on Saturday, 13 December at Station Shinnecock. 6 members were either certified or recertified. The certified include Jim Cornell, Vin Pica, Lou Chrisomalis, Phil Warner, Don Daniels and Kevin Osterbery. 7. With 3 Facilities in the year all year round, a training schedule has been created, rotating Facilities, Crews, AORs and days. This is in anticipation of an emergency call out. Regular training sessions will keep us prepared. The goal is to maximize the resources we have. 8. All our Division Staff Officers now has an assistant, in some cases 2.to help out. Emphasis is being placed on Public Education Vessel Examinations, and Personal Services. 9. Since PE has been put as top priority I put more resources in this area. Our SO-PE has 2 assistants, Bob Ettl and Vin Pica. With the additional instructors qualified in 2003, I am hoping it will increase the amount of class given to the public. DEPARTMENT OF HOMELAND SECURITY 8 January 2004 Subject: JANUARY DIVISION CAPTAINS BRIEFING 10. 7 pilots have been recruited with aircraft, so far. 2 of the 7 pilots are close to completion. Another 3 pilots are looking to join us. 11. Division 18 has selected 4 people to become Fingerprint Technicians. They are Todd Chorney, Ralph George, Jim Edwardson, and Hal Adkins. 12. Division Change of Watch was postponed do to the inclement weather. We have selected a new date and are waiting for final approval. 13. Division 18 is actively looking for participants for the District Awards Conference. Last year we had a good attendance from our division. OPERATIONS: Patriot Readiness Forms have been received by all members and returned electronically to DIRAUX. Facility designations have been received for all boats for the 2002 season. MEMBER TRAINING: All members have completed currency maintenance. An Operations Workshop will be conducted on a Division Wide basis prior to SAR season. TCT Training is also scheduled for sometime in the Spring. PUBLIC EDUCATION: All Flotillas have BS&S Classes scheduled for the Spring. A Division Navigation Specialty Course is now underway (AUXACN) with 20 students. All Flotillas are represented MARINE DEALER VISIT: Each Flotilla is continuing to visit the dealers in the area and supplying them with up to date literature and posters for the BS&S Classes. MEMBER GROWTH: There Seems to be more interest being generated in becoming members. As indicated above Div 18 had 9 new members and a greater number is expected for 2002. FINANCE: Division 18 is solvent . Dues notices have been sent out and currect dues to District and National have been paid. So far no increase in dues seems necessary. Our first meeting of the year took place at Station Shinnecock on 3 January 2002. The meeting was well attended and enthusiasm for the coming year is at a high level. All staff positions have been filled. Most of the staff from last year has been re-appointed with the exceptions of SO/PE, SO/FN, SO/CC and SO/MS. A directory of all Elected and Staff officers for the Division as well as a directory of all elected and staff officers for each of the four flotillas has been prepared and distributed to all FC's for distribution to their members. An attempt is being made this year to have complete communication within the Division and within the chain of command. We are also encouraging advancement of all members in the IT, VE and MDV missions. We also plan workshops for all FSO/PS officers in order to encourage "one on one" concept so that each member will bring in another member. All communications from the Directors Office were distributed at the meeting. Our division change of Watch was held at the Westhampton National Guard Air Base on December 2, 2001 and was well attended. CWO Jeff Bradbury was in attendance from the Directors office as well as all the local station commanders and/or their representatives. Roy Demeo, from 18-8 received the member of the Year Award for the 2nd time having previously received the award in 1998. REPORTS FROM STAFF AIDS TO NAVIGATION: There has been no activity during the winter months. VESSEL EXAMINATIONS There has been no activity during the winter months. OPERATIONS: There was much discussion concerning operations. SO/OP as well as Chief Mike Flannery explained Operation Patriot Readiness and member audit forms were distributed to all Board members to be distributed to all members and returned to SO/OP by the end of the month. Chief Flannery also displayed Maptech to the Division which enables all coxswains to download and print local charts so that a manual of the local area can be made and kept on board at all times. Chief Flannery also pointed out that there is 22 ft. USCG vessel docked at the North Side of the Canal and asked that a watch patrol be put into effect on a voluntary basis to keep an eye on the vessel and to call the station in the event of any unusual activity. An operations workshop is being planned before the SAR season begins. MEMBER TRAINING: All members are maintaining currency status and a serious effort is being made to train and qualify new coxswains, IT's, VE's and MDV's. It is also being urged to have a mentoring program for each staff officer so that full representation can be had at every meeting. TCT Training is also being organized for the latter part of January or February. Two members have requested appointment as AUXOP PROCTORS, Jim Cornell and Bob Bangston. PUBLIC EDUCATION: All the Flotillas have BS&S classes scheduled for the next few months. Div 18 is also conducting a Coastal Navigation Course with an enrollment of over 25 members. Ron Pugsley was sworn-in as SO/PE at the Division meeting. COMMUNICATIONS: Webwatchers are being organized for those members who do not have computers or e-mail in order to improve communications. PUBLIC AFFAIRS AND PUBLICATIONS: This month's issue of L.I Boating World contained full coverage of the Division 18 Change of Watch written by SO/PB and SO/PA Merlon Wiggin. Each month an article written by SO Wiggin appears in L.I, Boaters World. An open House is being planned for both Station Shinnecock and Group Moriches to commemorate National Safe Boating week on May 18th to May 24th. INFORMATION SYSTEMS: As soon as Auxdata goes into effect there will be a workshop to explain the new procedures.

Commodore, Since the last report from Division 18, we have seen Changes of Command at Station Montauk, Group Moriches and Station Shinnecock. Wow! If you have never attended a Coast Guard ceremony, this is impressive. High ranking dignitaries, officers of the active Coast Guard, representatives of the other military services, local police and fire departments, National Guard units,you name it! Some of the most impressive displays were the police and Coast Guard helos, fly bys of military aircraft, and bagpipe bands and cannon salutes. All came to honor those who have served and those who will be taking their place as leaders of our active Coast Guard units. Acknowledgment of Auxiliary activities and acknowledgment given to specific members of the Auxiliary was made at each COC - a moment of pride for Division 18. At our August Division Meeting, candidates for RCO-GRU-Mor Jim Smith and Arnold Spielman introduced themselves to the membership. Fred Carlucci was unable to attend. Recent presentation of awards included Sustained Service Awards with an impressive 5th Award presented to Bill Tooker, a 3rd Award to Jim Cornell, 2nd Awards to Paul Kallmeyer and Henry Landis and a 1st Award to Brad Marmonand Ten Years of Service Awards to Greg Serafin and Warren Zulawski. Congratulations to the above members and others who have received awards not mentioned. Immediate Past DCP Larry Cohen was present at Change of Command at Station Shinnecock and despite being in a wheelchair, expressed the same spirit and energy that we have come to expect. Way to go, Larry! I recently returned from Florida where a fatal shark attack occurred in the St. Petersburg area in the ICW. The following day, as the incident was headline news, I was aware that all civic units were informing the public of possible dangers. And overhead, as I swam at Siesta Key, was an orange and white helos. Its reassuring presence made me proud to be a member of Team Coast Guard - a reminder that wherever we are, we're part of a wonderful organization.
