Subj: Division 2 Captains Report for 1st Quarter 2006

Past – 2005 saw a re-emergence to thinking, training, and to improvement.

  • Operation Fog Knife was a multi divisional, multi departmental exercise incorporating Land Mobile Radio Facilities and MDA patrol teams under an ICS structure to identify and process collected data.
  • Open House at Station Sandy Hook saw 3 Flotillas along with local marine partners participating in a CG sponsored open house to the public.
  • National Safe Boating Week had 4 flotillas participate by hosting safe boating booths and conducting VSCs at four local boating areas.
  • Fleet Week had 5 flotillas participate with boats for the Parade of Ships as well as shore-side duty in Staten Island and New York.
  • Armed Forces Community Celebration held at Ft. Monmouth dedicated to those serving from NJ had 2 flotillas proudly represented the CG Auxiliary.
  • Founders Day Memorial Ceremony commemorated USCGA was held at Station Sandy Hook had 2 flotillas participate.
  • Annual Picnic spurred a rekindled fun spirit resulting in the largest turn out in years.
  • All 6 flotillas donated a total of $1030.00 to the Hurricane relief causes.
  • Sea Scout Day at Sandy Hook played host to a local Troop aided by marine partners. All flotillas joined for the training, either as trainers or trainees.
  • Saturdays at StaSH offered one-day opportunities to explore training options such as NavRules, TCT, and AUXOP courses.
  • Leadership weekend in December had 9 new leaders attend determined for self-improvement.
  • NYC Boat Show has representation from 5 flotillas participating.

Present – right now is the time for identification and organization.

  • Organizational meeting for Board and Staff scheduled for Saturday, 7 January will set goals and agendas, review policies, procedures, uniforms and protocol.
  • Change of Watch at Ft. Monmouth’s Gibbs Hall will bring back the traditional formal ceremony with a celebration of service and fellowship.
  • Operation Mariah is this year’s exercise. More information will be forthcoming as the lesson unfolds.

Future – 2006 will be host to a re-strengthening of skills and re-dedication of values.

  • New Member Training will incorporate PS to identify and channel new member’s needs, energies, and interest. Topics include: the chain of communication, leadership, staffing, paperwork, uniforms and protocol. Scheduled 25 February
  • Member Training will identify our needs and weaknesses as individuals and as a whole. Programs being scheduled now include:
    • Boat Crew & Coxswain shore-side training during these winter and spring months
    • On-the-Water training for Crew, Coxswain, and PWC to begin with patrol season
    • Air Operations – further growth and development opportunities for Flotilla 2-3
    • ATON Verifier – three years waiting
    • AUXOP specialty courses
    • ICS 100, 200, 700, 800
  • We realized that for us to act effectively and efficiently in any kind of national or local emergency that an Incident Command System (ICS) is necessary. Therefore in addition to the Operations exercise, we plan to offer a compressive ICS training program, which would include ICS 100, 200, 700, 800. The objective would be to better prepare our members to react properly and efficiently to any circumstance.
  • IS Department training is being arranged for our new SO/IS and all 6 FSO/IS personnel. The goal will be to have each operate as fully functioning staff capable of AuxData entry utilizing the SO only in the required capacity as duties prescribe. Scheduled 21 January
  • Honor Guard / Color Guard created only late last year will make it’s first appearance as they present Colors at the COW. Concerted practice for funeral and wake services as well as participation for parades and ceremonies has begun. First anticipated District service will be at the Conference in March.

With this new year, come new Staff, new Commanders, and new Vices. My desire is to instill in each officer and member, a desire to succeed. We have the resources available. We now need to achieve.

Members of the division participated in several projects.

Ø Division 2 had their COW at 1900 hours on Friday, February 4, 2005 the Raritan Yacht Club in Perth Amboy, New Jersey. Some of the guests were Cmdr Munro and Chief Joffee and his wife, from activities New York. Also in attendance were the Commanding Officer of Station Sandy Hook, CWO Stoughton and his wife.

Ø Several Divisions are planning a joint readiness exercise to be held the 19th of March 2005. In preparation for this event there was meeting on January 9, 2005 at Station Sandy Hook. At the meeting, the exercise was discussed and members signed up for teams. Testing of ‘Calling Trees’ will be part of the exercise. Tasking for this exercise will be the same as routine MDA patrols.

Ø On Saturday February 12th, at Station Sandy Hook there was a multi division meeting at Sandy Hook to discuss Operation Fog-knife. Operation Fog-knife is a multi division drill scheduled for Saturday, March 19, 2005. Members were asked to sign up for teams. We will be looking to have as many Land Mobile Radio Facilities participate as possible. To include mobile radio facilities, PV’s (Program Visitors, formerly MV’s or MDVs), and members who have EOC (Emergency Operations Center) experience.

Ø On Saturday February 26, 2005, Division 2 conducted a new member orientation. There were 10 new, and not so new members who were introduced the different auxiliary programs, A Historical Review of the Auxiliary (video) was shown. The chain of communication, leadership, staffing, uniforms and protocol were discussed. The “Paper Trail” showed the members what were the important forms that should be filled out. The organization of the USCG and the USCG Auxiliary was also discussed.

We have had some interesting times at Division 2. Members of the division participated in several projects.

Ø Several members participated in a TCT class sponsored by 5th Northern that was conducted a Station Sandy Hook on January 8, 2005.

Ø Several members helped out the boat show in New York in January 2005.

Ø Division 2 members put in long hours during the RNC. Reports on the hours and various tasks that were performed were submitted.

Ø Division 4, and Division 2 members have scheduled a Member Training testing session for the AuxOp specialty courses as well as all of the non-proctored exams. Included will be both the electronic exams as well as the
paper based AuxOp exams (i.e., AuxSAR and AuxNAV-A).

Ø The district MT department will present two member training 'showcase'
presentations at the conference, showing the best MT practices in the district.
Based on the job that the Division 2 and 4 MT staff did in 2004, in cooperating together to pool resources and provide more and better training opportunities for all members. Brad Mayer (SO-MT Div. 4) and Kevin Redden (SO-MT Div 2), were asked to put together one of the two MT showcases for the district conference in March 2005.

Ø Divisions 2 and 4 are planning a joint readiness exercise to be held in March 2005. In preparation for this event there was second meting on 9 January 2005 at station sandy Hook. We also hope to identify any training necessary to accomplish the exercise and provide that in February 2005.

Ø Flotilla 2-2 brought great credit and honor to the division, and the 1st SR by being named best flotilla in the nation. BZ’s also to flotilla 2-2 for winning the Kitty Shannon award again this year.

We have had some exciting times at Division 2. Members of the division participated in several projects.
�� Armed Forces Day at Fort Monmouth New Jersey, June 12 thru the 14th.
�� “Ocean Fun Days” at Fort Hancock sponsored by the New Jersey Marine Sciences Consortium (NJMSC) on June 5th.
� Spring Boat Crew training was held at STASH along with some members of division 4. Auxiliary Search and Rescue (AUXSAR) will be taught starting the 15th of June.
�� On the 3rd of June several members attended the commissioning of the USGC Cutter “SAILFISH”. There were many high ranking officials as well as civilian dignitaries.
�� Several members helped out during “Fleet Week” in May.
�� During National Safe Boating Week, May 22-29 2004, there was extra emphasis placed on “getting out there” and doing vessel exams. Some flotillas had Public Affairs tables set up.
�� Several members also participated in “Light House” training in the Boston area.
�� Many members attended the “Open House” at STASH. There was a helicopter demonstration.
�� The division had 100% plus participation in the USCG Mutual Assistance Fund drive.
�� All flotillas have submitted to division their emergency call-up-lists. Several flotillas will be testing the list this month.
�� With the start of the boating season PE classes are going strong. The flotilla will start classes on GPS and the ABC courses. The BS&S will still be taught as well as the navigation courses.
�� As of this date 435 Marine visited have been conducted.
Division 2 will be having their annual picnic together with division 4 on Saturday August 28, 2004. Flyers will be printed up and distributed to interested parties, if necessary via email. The division has finished the fingerprint process for most members. The next problem is to track down certain members who did not show at the correct time. The listing received on incomplete PSQ’s has been distributed to the flotilla commanders. There seems to be a conflict on the number of members in AUXDATA, to the actual number of members in each flotilla. As the division and the flotilla are being assessed for the number that is listed in the AUXDATA Demographics. The numbers do not correspond with the names posted. The emergency response plan has been distributed and the flotillas are adapting the plan for each flotilla. Each flotilla is also working a mission statement, which will be combined and edited for the division mission statement.

Subj: DIVISION CAPTSAINS REPORT TO DISTRICT BOARD

1. Most of our Flotillas have had their Change of Watches as well as the Division. I am very impressed at the numbers that our members have given during the previous year.

2. We have 6-7 Boating Safety courses as well as a CAN course running or about to start throughout the division. More classes are in the planning stages and will begin around April.

3. Plans are being made for our Operations Workshop as well as some of the flotillas are going to hold a VE workshop too. These will be starting after the District Conference.

4. Our membership in the division is growing steadily. Two flotillas have reported 3-4 new members this year with some in various stages of instruction to become members.

5. We will be look for members to become a part of a team for the SAR competition. Information has been given to the Flotilla Commanders to request volunteers, and to encourage members to participate.

6. Patriot Readiness forms have been passed out and all members have been requested to fill them out and return them ASAP. Some members have filled them out on line.

7. I have encouraged members of the board to attend the District Conference. I have asked the Flotilla Commanders to encourage their member and the new members to attend and the benefits they could get from going to the workshops.

Subj: Division Report for District Board Meeting

1. I wish all a Very Happy, Healthy and Safe New Year and I look forward to working with all of you again.

2. The Divisions 2 and 4 picnic was cancelled in tribute to the disaster of the World Trade Center. Division 2 had been very active assisting the Coast Guard from Station Sandy Hook with many tasks including, transportation of VIP's, workers and supplies to and from Ground Zero, back up SAR boats at the station, watch standing and anything we were requested to do.

3. Membership growth in Division 2 has been on the up swing. Our little flotilla 27 is growing membership from 5 to 10 members this year. All of the other flotillas are also recruiting and trying to bring back some old members to activity. I believe that almost all of all the flotillas have gained 2+ members over the year.

4. Operations have increased this year due to the WTC and the additional Clear Channel Patrols we were requested to do. We did as a Division 272 patrols this season.

5. Public Education continues with flotillas teaching 6L to 12L courses with an average of 15 students per class.

6. All in all Division 2 has tried to succeed in all cornerstones to advance the missions of the Auxiliary.

7. Division 2 Change of Watch will be held 2 February 2002 at the Seabras Armory in Perth Amboy, NJ. All are invited to attend.

Subj: DIVISION 2 BRIEFING

1. From 1 January 2000 to 31 August 2000, the Division has enrolled fifteen new members. District dues have been paid. Additionally, there are a number of candidates currently being processed for membership.

2. Flotilla 26 (Monmouth Beach, NJ) has moved to new headquarters located in the Monmouth Beach Cultural Center. The move is noteworthy as the newly renovated building originally served as one of the Coast Guard Stations on the Jersey shore.

3. Letters of Self Nomination have been received by:


Carla Rosen for the office of Division Captain
Douglas Bomeisler for the office of Division Vice Captain
Donald Lambrecht for the office of Division Vice Captain
Charles Palmateer for the office of Division Vice Captain

All are eligible to seek the office selected and have stated their willingness to serve if elected.

In accordance with the Division Standing Rules, all requirements relative to publication calling for letters, distribution of letters to the Division Board as well as those not on the Board have been met.

4. Four Boating Skills & Seamanship courses, one Boating Safely course, one Basic Coastal Navigation course(6 lesson) and one Advanced Coastal Navigation course are scheduled. The one BS&S course and one ACN(11 lesson) course are underway with better than expected attendance. The SO-PE when responding to inquiries about the courses pre registers students by phone. At the same time the prospective students are asked to send in their payments. A very high percentage do send their payments eliminating no shows.

5. Based on an article in BOAT US magazine about pilot programs to collect expired flares, we are investigating the possibility of establishing a program in our area.

6. In addition to the boats and crews Division sent to OPSAIL 2000 in New York Harbor, an additional forty five members either conducted on water operations or backfield at Station Sandy Hook.

7. Members of Flotilla 25(Aberdeen, NJ) have elected to disband. Members are in the process of transferring to Flotilla 26(Monmouth Beach, NJ). Flotilla funds and assets have been transferred to the Division.
