South Ken Stanley, Vice Captain Flotilla Commanders 42, 43, 44, 45, 46, 48 From: Kevin O’Rourke, DCP Subject: District Report for Division 4 for January 2006 District Board Meeting This past year was a good year in 2005 for Division 4. Our membership is increasing at nice growth rate and our goal for 2006 is to increase our Flotilla membership by 50%. The division was kept busy by hosting the Edison Boat Show. We had several VE stations set up on weekends. The Division marched in two parades for St. Patrick’s Day – one in Union, the other in Woodbridge where we were honored by taking 1st Place for having the best float. The summer weekends kept our boats busy by patrols and Clear Channel. Every effort is being made for 2006 to get the Quals out of the way early, so that patrols may begin. Our RBS program has seen an increase by 33% and I am being told that 2006 will be even better. Member training was a huge success for Division 4. We partnered with Division 2 and were able to coordinate our efforts together on water and on land. We had a great Change of Watch January 6, 2006 with ninety-four (94) members and guests in attendance. New Flotilla Commanders and Division Staff were sworn in, along with a new Division Captain and Vice Captain. Division 4 presented Dave Ten Broek a plaque of recognition for his time, energy and leadership as Division Captain for the past two years. Our new date for the Change of Watch is January 6, 2007. The location has not yet been determined. In this coming year, I look forward to working with the new Commanders, Staff and Flotilla members in setting higher goals and building on our core programs. Respectfully yours, Kevin O’Rourke, DCP Subject: District Report for Division 4 for June 2005 District Board Meeting. March was exciting with the members of all the flotillas participating in “Operation Fog Knife” which included members standing by both USCG Station Sandy Hook, Auxiliary Radio Station Sewaren and units both mobile on land and on the water. The operation was concluded with a final summary meeting at Station Sandy Hook. Many thanks went out both from the organizers and from the unit commanders and Division 4, 14 and 2 bridges. It was an excellent exercise and included both talents and fellowship. The April division meeting included the awarding of the Coxswain pin and vest to Bradley Mayer, SO-MT and a member of Flotilla 42 in Somerville, New Jersey. We all had a very good time and celebration of the event. Representation from not only the flotillas in Division 4 but also from Division 2. Rose Covert is the new Division 2 Liaison to Division 4’s meeting. We welcome Rose and thank also Ken Stanley who represents Division 4 at the Division 2 meetings. Starting 1 May was the start of the 2005 boating patrol season. We had one member that was on the water and ready to go. At the Division 4 meeting we celebrated with Curt Krazer his sixty years of being an active member and past Rear Commodore in the Coast Guard Auxiliary and was also a member of the Coast Guard Reserve. We were very honored to have the District Commodore, Rear Commodore, Vice Captain of Division 14, representatives from Division 2 and members of the local press. Trudy Bopp represented the Auxiliary Public Affairs Officers and also a representative from the Office of Coast Guard Sector Activities New York. Representatives from the Coast Guard included the Captain of the Port of New York – Captain Glen Wilshire, Commander John Felker, Director of Auxiliary. There were presentations and then followed by fellowship and a special cake and refreshments. My most sincere thanks to all the members of the Division 4 board that worked so hard to put this celebration together and make it an absolute success. Again our congratulations to Curtis Krazer of Flotilla 42 in Union, New Jersey who also is our division historian. May also included the division participating in 2005 Fleet Week under the coordination of Rear Commodore Frank M. Ferraiuolo. We had representatives scheduled for the on water security operations but due to the poor weather and rough seas almost all cancelled out. We did have members that worked security on the New York side and assisted with the ships tours. On the Staten Island side were assisting with the tours of the USCG Katherine Walker. The ships greatest number of visitors was on Saturday, 28 May with over 600 being given the full ships tour from the bottom deck to the captains chair on the main bridge. Thanks to Lt. Brian Donhue, USCG – Captain of the Katherine Walker and his crew for all their assistance and also having some of us as guests for the “Parade of Ships” on Wednesday, 25 May. Many Flotillas also had members doing Vessel Exams and maintaining a booth at West Marine in Perth Amboy New Jersey handing out materials to the boating public. With the additional boardings being done on the water by the USCG, the vessel exam stations were very successful. Date: 27 February 2005 Subject: District Report for Division 4 for March 2005 District Board Meeting. Division 4 has started the year off with starting up a number of public education courses and a number more to start after the New Jersey Spring Boat Show, Edison New Jersey. The New Jersey Boat show in Edison, New Jersey was a real success with our Division boat show booth and manning by Division 4 members and also shared with Division 2 assisting. There was a log of interest in the boating programs with New Jersey still negotiating in legislature the title water licensing. We had an excellent position where all those entering the show had to pass by our booth. There was a lot of information available and our members were informed and all in proper uniform to represent both the Coast Guard and Auxiliary properly. Division 4 and their respective flotillas have all submitted their Emergency Response Plans to our Immediate Past Division Captain Michael Rebeck. Mike has also taken this information and drafted up the first concise Division 4 Emergency Response Plan currently under review by the bridge. We have been working with the commanders and the staff for period of time and my appreciation and thanks for all of their efforts. The Division Emergency Response Plan will be passed up the leadership chain as soon as approved and finalize. Division 4,2 and 14 will be participating in “Operation Fog Knife” on March 19th with both land and radio facilities. The good vs. the bad guys and a good testing of the divisions operational plans. We are very happy to be a part of this operation and appreciate all the work the leaders have put into the planning over the past couple of months. Final evaluation will be added to my April Division Captains report as to the high and if any lows of the operation. We are looking this as both fun and as a learning opportunity for all. The OP III forms have also been distributed to all the commanders from the RCO. The divisions will be looking for some guidance from the district as to what coverage / assistance and local requirements are needed so that we can fill the forms out correctly and with proper understanding. The division flotillas have been scheduling their three required workshops for the next three months so that we meet the deadline of 31 May 2005. We are posting the workshops so that the members of other flotillas that may not be able to attend their own may attend other flotillas. The cooperation is just another way for members to work together and keep their qualifications current. There are quite a number of members also attending the March District Conference in Ct. Date: 15 January 2005 Subject: District Report for Division 4 for January 2005 District Board Meeting. Division 4 concluded the 2004 year with a number of members advancing in the areas of Crew to Coxswain / AUXOP qualification and new Crew members not to exclude those that also passed the security clearance and became new members and some new Public Education / Member Training instructors. Our Staff of Member Training officers did a great job this past year with a goal to continue this program of opportunity into 2005. This will not only include our members but those of Division 2 & 14 which are in the local area. The flotillas are recording a record new member application but are also stating that they are loosing the members due to the great length of time that the security process is taking. The process of having a member disenrolled has been a very frustrating one and one that has required a number of copies to be sent over the year for one member after another up the chain. No response back or that the packs have been lost. We will again be working with the PS on this issue and hope to have a much faster turn around. The commanders would also like some sort of response back that the PS officer has received the package and that it is being processed. This would provide us with assurance that it was received. Operations was very good this past summer though it was hindered by the weather and some rough seas. We had a number of opportunities to get out on the water but either did not have the crews or the vessels. I have to say that Division 4 had a very good response to the RNC and we were out on the water covering the areas and stations that we were assigned. No cold weather patrols are scheduled or anticipated this winter. We are working on maybe setting up a cruise with the active duty side to do some ice breaking either in the bay or up the Hudson. One of the 2005 Goals is to have a practical drill of the emergency response plans from the Division level to the Flotilla level. This is currently being planned and coordinated by the ADSO- OP’s Sector Activities –South and Station Sandy Hook. We will include both “good” guys and “bad” guys with the use of both land and mobile radio facilities. Each flotilla has been asked to finish up their ER plan and submit it to the ADSO-MS for review. We only have a couple of flotillas still doing some maintenance. Our Division elections were held and supervised under Past RCO Steve Ackerman and congratulations to both Dave Ten Broeck, DCP and Kevin O’Rourke, Vice Captain. All officers will be sworn in at the Division Change of Watch on Saturday, 8 January 2005 in Clark, New Jersey. One primary goal for 2005 is to make Division 4 the best Division in
the First Southern and have fun doing it. To “Grow” the Division
both in numbers and in knowledge as well as in spirit and fellowship.
Date: 03 September 2004 This summer has been a very active and participative one for the members of Division 4. Activities included a continued on going intensive training program by our SO-MT, Bradley Mayer.
His classroom and on the water training and sign-offs have been very successful in not only our division
but with participation from Division 2 and Division 14 members. The cooperation between the units has
been wonderful and the members have shown that they are prepared when they go before the QE. We have done a number of on the water patrols to include safety and Homeland Security patrols. We have
just finished fully supporting the RNC with patrols both day and night. Support for other units on the
water with both coxswains and crew to keep their operational units functioning. We have shared our information
and dockage space with other units while training and had some very good fellowship. On Saturday, August 21st Division 4 and Division 2 had a combined picnic at Station Sandy Hook with excellent
food and games for all. Fellowship was the main thyme with an eye on the weather that held off the rain until
later in the afternoon. Thanks to our hosting Division 2 for a lot of hard work and efforts. Our flotillas are now preparing for the fall Public Education courses and getting the schools lined up.
We have also been asked for some advanced navigational courses for the New Jersey Naval Militia. Our Somerville
flotilla 48 is currently working with them and a couple of other members from our Edison Flotilla 45 to set
up a course for not only the militia but also for the public. This is very reflective our community service. We have started up the MDA patrols and will have a report for the Rear Commodore prior to the District Board
meeting in September for both MDA and the surface operations that have been completed and who participated. I have
asked the commanders to please provide that information at our September division board meeting. Many thanks out to
the Rear Commodore Sector Activities North for all of her help and assistance with the flow of information and coordination. We have had a number of new members joining the flotillas but share a very common frustration with the time it
is taking to process them so that they can be active members. We are having them come to the training and to the
fellowship events but they want to wear the uniform and be an active member. The other frustration is the disenrollment process of the members. We have submitted paperwork a couple of times
for members that have requested to quit and they are still active on the rolls. We had one case that this worked out
very well in that a member resigned last year and now has requested to join Division 4 and thought she would have to
reapply and now I can handle it as a transfer. Both have pro’s and con’s and most of it is on the con’s side. Date: 14 June 2004

Multi-Mission patrols continue in the Division's AOR 4-
At our July meeting we had the pleasure of having the new OTO CWO Tom Peck as
a guest speaker. 5-
At our August meeting, the use of Inflatable Pfd's was discussed. 6-
As of this date the petitions for Division Captain and Vice Captain are closed,
the incumbent Captain and Vice Captain have filed their resume for the positions
for the year 2001 The Division will hold its election at the October meeting. 7-
The Fall Raritan Center Boat Show will be held on 29 September to 01 Oct 2000
the Division will set up and man a safety booth at the show for the three day
duration. 8- The
Division will be holding an eight-week Boating Safety Course a Middlesex County
College starting on 03 October to 21 November. The Flotilla PE courses will be
underway beginning in September. 9-
The standing rules committee is still working on updating the Division Standing
