The Division Change of Watch was held at Giovanni’s 2 Restaurant on Friday 4 February 2005 with 100 members of the Coast Guard, Coast Guard Auxiliary and guests present. I thank Ray Birnbaum and his staff who made the event enjoyable.

The primary focus for Division 7 during the past several months has been on our Winter Operations Program, along with preparation for TOPOFF 3 in April of 2005. At least nine patrols have been completed, and approximately 15 members of the Division have been qualified in Winter Operations. The problem of obtaining more Dry Suits continues, but we are beginning to realize results thanks to efforts of Group MSO/LIS and our RCO, John Ilberg.

Members from each Flotilla in the Division have committed to drills at Station Eatons Neck in Northport, L.I. for the purpose of relieving Coast Guard Staff during Topoff 3. This has resulted in a cohesiveness among members of Division 22 and Division 7, as well as Coast Guard Personnel at Station Eatons Neck.

Dates have been set for the Operations, VE/PV, and Instructors Workshops in April, and a date is forthcoming to meet the TCT renewal requirements for qualified Operations Personnel. Also, between snowstorms, a group of Division 7 members are diligently completing AUXWEA.

Vincent Bocchimuzzo from Flotilla 73 has been appointed as our Liason to Air Operations for 2005. Vincent reports that 53 missions from Westchester County Airport were completed in 2004. Flotilla 73 also sponsored an Egress class and swim at Fordham University on January 22, 2005 with 22 Auxiliarists in attendance. The projected goal, which should be realized by the end of 2005, will be for five Facilities and five Aircraft Commanders in Division 7, all in Flotilla 73. We currently have four qualified Air Observers, with three additional observers in training.

Our Division goals continue to be providing support to individual Flotillas as needed, continuing rapport with our respective Coast Guard Control stations, Station Kings Point and Station Eatons Neck, and growth in all Auxiliary programs. Integration of surface and air members into one cohesive unit within the Division is a goal as well.

Division 7 has had an active quarter under the able leadership of Ed Petrie, outgoing DCP-7.

The focus of these three months has been on completing all paper work for AUXDATA, winterizing facilities, and wrapping up Vessel Safety Checks. We have had a good year, meeting almost 100% of scheduled Patrols, including assisting with the RNC security forces in New York Harbor. Two of our members also signed up to assist with Member Training in the Group MSO/LIS area.

All Flotilla’s held annual election of officers for 2005, with all newly elected officers meeting the necessary requirements.

We had good representation of our newly elected officers at the Leadership Conference in December at The Coast Guard Academy. Everyone reported positive learning experiences, and look forward to putting new skills to work in 2005. Our Division was also well represented at the Elected Officers Dinner on 6 December in New Haven.

Goals for 2005 include:
1. Evaluating each Flotilla’s strengths and weaknesses, and assisting each Flotilla as needed.
2. Developing a strong network with Station Eatons Neck and Group MSO/LIS, assisting them as needed. This will be realized by looking at our own strengths, as to where and when we can best help.
3. Continue to develop our Winter Operation Program.
4. Formation of Focus Groups among the Division Staff Officers in order to develop cohesiveness in areas of Operations, V.E., P.E., M.T. and P.B.

We look forward to a good year in 2005.
