On May 19, 2003, Denise Castrogiovanni,
DSO-MS 1SR was requested by Bill Goelz, DCP 1 to give a MS-EAP
presentation to Division 1. The Division Captain recognized
the need to educate Division 1 on the many areas that MS-EAP
currently supports, and provides qualification in. The DSO-MS
was asked to present an overview of the 1SR MS-EAP program,
and the new National Trident program to remove the old stigma's
of an unknown non functional MS-EAP program, and to educate
his membership on the importance of the Trident program. The
DCP went on to introduce Denise and present her current credentials
on a District and National level. Harvey Miller, RCO GRU-MOR,
and C.O., Station Fire Island was in attendance.
The presentation continued with the introduction of Vincent
Porsella, ADSO-MS-GRU-LIS in charge of the CFV safety program.
Denise went on in providing the purpose of the 1SR MS-EAP
program by saying "We are the Coast Guard Auxiliary's
core team of specialists in marine safety and environmental
protection. Our mission is to ensure that the Coast Guard
Auxiliary is currently performing, and providing the necessary
assistance to encompass all the areas of civil and non-defense
programs of the Coast Guard's national marine safety and environmental
protection programs, and to train and support members of the
Coast Guard Auxiliary who join us. It is important to mention
that MS-EAP environment has become a driving force in developing
and promoting the necessary programs needed for our membership
to become qualified and proficient in the tasks and missions
asked of us to perform. The MS-EAP program heavily relies
on the Auxiliary Operations, Member Training, Communication,
and Air Ops resources to accomplish its missions and objectives
effectively. This year is the first year that Marine Safety,
and Operations have been recognized by the Coast Guard and
Auxiliary levels as one working unit to accomplish their common
goals and initiatives."
Denise discussed what the Auxiliary is currently doing but
not limited to in her presentation detailing the following:
1. Continue to be the extra Eyes and Ears for Coast Guard
missions.
2. Continue performing homeland security and harbor safety
patrols.
a. Coast watch activities
b. Aids to navigation and
c. Pollution incidents
d. Hazards to navigation
e. Waterfront facilities
f. Commercial vessel activity
3. Conduct voluntary dockside commercial fishing examinations
to ensure that the boats are properly equipped, and crews
are properly prepared to venture out in this most dangerous
of occupations.
4. Continue to assist in the preparation of emergency response
plans, and train auxiliary members to effectively support
emergency mobilization.
5. Conduct field sampling, prevention, and public education
programs designed to migrate the speed of aquatic nuisance
species.
6. Conduct abandoned vessel surveys, bridge inspections, and
promote public education and awareness of waterways conversation
and management.
7. Educate boaters and the general public on clean boating
practices
a. Ensure responsible environmental practices in marinas,
b. Protection of coastal and marine ecosystems.
8. Educate and communicate with Coast Guard Auxiliary members
about opportunities for service in marine safety and environmental
protection missions of the Coast Guard."
To
help understand the 1SR MS-EAP program Denise discussed her
Staff by saying "The MS-EAP staff is designed by AOR, but
their knowledge of all the projects and missions supported by
the MS-EAP program is shared equally across all AOR's. Each
ADSO can be contacted for any questions or assistance that maybe
needed by our membership." The following handouts were
provided at the meeting, and supplied to the DCP the same files
to be transmitted in advance for the meeting, and future reference
of members who had not attended the following information:

The DSO-MS then presented an overview of the National Trident
program removing the complexities of the program to a simple
factual account of the purpose, requirements, and what is achieved
at the end the "M" device.
At the conclusion there was a question and answer period. The
presentation and handouts were well received. The presentation
answered many questions, and opened the doors for members to
become qualified in, and offer assistance in the areas of MS-EAP
world that were previously unknown to the membership. New contacts
were made at Division 1 and a world of new information was provided
to the membership.
