While visiting USCG Station Gloucester, Denise Castrogiovanni, DSO-MS takes time out

In
2003 the 1SR MS-EAP program has adopted the Homeland Security Patrol checklist
as our way of tracking important data pertaining to our involvement while performing
Homeland Security missions. It is requested that this form be used while performing
any and all Operational Homeland Security Patrols. We have supplied the Homeland
Security Patrol checklist for you on this site. The Homeland Security checklist
would be completed at the end of each operational patrol by the coxswain and sent
directly to your SO-OP. The SO-OP will in turn send the completed HSP checklist
to the ADSO-MS in your AOR within 14 days of your scheduled patrol. If you do
not perform any of the activities on the checklist while on patrol, it would be
appreciated if you still complete the checklist and mail it to your SO-OP. This
information will be then logged into the MS-EAP database for future reporting
of information. Your cooperation would greatly assist the MS-EAP program.

Welcome
to the Marine Safety and Environmental Protection Website. I am very enthusiastic
about having the opportunity to direct the Marine Safety program. The ADSO's listed
on this web page are the CG Auxiliary's Team of Specialists in Marine Safety,
and Environmental Protection. Our
principal mission is to support the Marine Safety and Environmental Protection
programs of the US Coast Guard, and to develop additional programs to make boating
safer and more environmentally friendly. We will accomplish this mission, by providing
training, resources, technical support, and promoting awareness to local Coast
Guard, and Auxiliary units. In
the past, the Marine Safety program was a well-kept secret -not by design but
a secret all the same. As you can see we are a new team. As a new team we will
work to improve relationships, and communication between District, Divisions and
Flotillas. With your help, we will inform our membership about the rich variety
of Marine Safety and Environmental Protection programs, and opportunities that
are available to CG Auxiliarists at all levels. The
Marine Safety Team will coordinate our projects with other Auxiliary Keystone
Programs, and Departments to maximize results, and accomplish our goals. We need
to team with Vessel Examiners, and Public Awareness Staff Officers, to Dovetail
our individual programs and make the most of our planned events to educate and
assist boaters. Our
customers are Recreational and Commercial Boaters as well as the USCG. We will
survey their needs, and work to develop programs to address those needs. Some
of this work has already been accomplished. However, there is much more to do. Our
task is to furnish trained personnel and resources to ensure the success of Marine
Safety programs. We need to develop programs to promote clean beaches, waterways,
and to make marina operators more conscious of their role in a clean environment.
A Major component of our plan is to encourage Boaters to respect, and protect
a safe clean marine environment. Our
success will be measured by the ability to enhance the effectiveness of the USCG
in the performance and impact of extensive Marine Safety missions, and by your
support and involvement. I trust you will have a better understanding of what
we plan to do, and how you can become involved. |
We are the Coast Guard Auxiliary's core team of specialists in marine safety and
environmental protection. Our mission is to support the marine safety and environmental
protection programs of the United States Coast Guard, and to train and support
members of the Coast Guard Auxiliary who join us.
WHAT WE DO
Conduct
Homeland Security Safety Patrols for abandoned vessels, bridge inspections, aids
& hazards to navigation, and coastal watch activities. Simultaneously we will
be promoting public education and awareness of waterways conservation, and management.
Educate the fishing community, recreational boaters, and the general public on
developing procedures for ensuring the security of their boats, crews, and communities
by playing a role in protecting the nation's security during this period of worldwide
unrest. Conduct voluntary dockside examinations of commercial fishing vessels
to ensure that boats are properly equipped, and crews properly prepared to venture
out in this most dangerous of occupations.
Educate, and qualify Auxiliary members in hazardous materials identification.
Provide training for our members in hazardous materials awareness, and assist
the Coast Guard as first responders to environmental incidents.
Assist in the preparation of emergency response plans, and train Auxiliary members
to effectively support emergency mobilization. Educate
boaters and the general public on clean boating practices, responsible environmental
practices in marinas, and protection of coastal and marine ecosystems.
Conduct Harbor Safety
Patrols to protect the recreational boating public and the waterways environment.
Conduct field sampling,
prevention, and public education programs designed to migrate the speed of aquatic
nuisance species.
Educate and communicate with Coast Guard Auxiliary members about opportunities
for service in marine safety and environmental protection various missions of
the Coast Guard.

Response Planning, Documentation and Training

Disaster activity
is a task that's accomplished long before a disaster ever strikes. Response activities
really begin with the development of contingency plans, training of personnel
expected to be involved, emergency exercises to test the plans, and constant vigilance
to be ready for the unexpected. Our biggest natural disaster threat is from hurricanes
and heavy rainfall from tropical storm activity. In our area, the most prominent
months for hurricane activity is August-October.
This past weekend reminded us that severe flooding can occur without hurricane
force winds. Recent flooding in the Midwest and southwest are also recent reminders
of the need to be prepared.
Although
we have been spared with major hurricane landfall activity for several decades,
a look at our local history shows that we are extremely vulnerable to repeat a
disaster in any given year.
The
MSEP web contains Guidelines for Emergency Response Planning developed by
Auxiliary National Staff. DCP's should ensure their staff and Flotilla Commanders
are aware of this information. Emergency plans should be reviewed and updated
accordingly based upon criteria in the Guidelines.
