WHAT WE DO

The Personnel Services Department is responsible for increasing pride and esprit de corps among the membership as well as membership growth and retention and increasing the diversity of Auxiliary membership. It is also responsible for the Academy Introduction Mission (AIM), the Recruiting Assistance Program (RAP), and the Work/Life programs for Auxiliary members.

Mission Statement

Personnel Services must be looked upon as a multi-limbed tree which originates from the same root. The initial obligation of PS is to ensure continued growth of Auxiliary units by way of recruitment of new members and retention of existing members. In accomplishing the goal of this limb or tree branch, it is necessary to intertwine with another branch, said branch being diversity . By diversity, we endeavor to recruit across a vast spectrum of characteristics: age, gender, race and at the same time be sensitive to the issues which these characteristics raise. As PS officers operating on various levels, it is necessary for us to stand ready to assist local units in these areas, and at times to interface with both unit leaders and other departments such as PA, PE ,VE and MT in order to market Auxiliary membership.

Joseph O'Leary, as DSO-PS, is responsible for the Personnel Services Department. He himself has a prior background in PS, having served as FSO-PS and SO-PS, ADSO-PS GRUMOR. He was VFC and is now FC of 13-13 1SR. He is qualified as COXSWAIN, VE, MV, IT, and is currently working on his PQS for Marine Safety's Trident Program and Watchstander at SJB. In addition to his Auxiliary activities, Mr. O'Leary holds a Master Merchant Mariner License for near coastal waters, and is an Instructor for the U.S. Naval Sea Cadet Corps- Liberty Division, based at USCG Station Fire Island.

Mr. Venti proudly points to his upbringing in coastal Long Island towns as stirring his interest in boating. His passion for boating was further entrenched during college years at the University of Miami. He joined the USCG Auxiliary in 1987 and became qualified in the VE, PE, AN, and OP's programs. Mr. Venti has served as VFC and FC of Flotilla 1-1, FSO-PS, SO-CS, and is a qualified comms watchstander at CG Station Fire Island. Mr. Venti eagerly looks forward to new horizons as ADSO-PS/Diversity, 1SR.

Mr. Bharteey came to the Albany (NY) Capital Region in 1986. Until then he had no exposure to boating but the beautiful Mohawk and Hudson Rivers attracted him to boating. This led to taking the Boating Safety course conducted by the Auxiliary and finally joining the Auxiliary in 1990. Mr. Bharteey held various offices in the Flotilla 15-09, ie: FSO ATONS, FSO PA, FSO PS, VFC. With this experience behind him, he became SO PS for Division 15. He has been active in recruiting new members and the Member Retention Program. Since March 8, 2003, he has taken up the position of ADSO-PS Activities NY.

Outside of the Auxiliary, Mr. Bharteey is President and CEO of a company that supplies qualified components to nuclear power plants.

Eugene Romanick Jr

Mr. Romanick had a distinguished career in the military, earning many awards and ribbons including the Knight of the Order of Saint George. Additionally, he has emergency operations and management experience including firefighting and multiple FEMA courses. His Auxiliary career has been no less distinguished. In the 10 years of his membership, he has served as Flotilla Commander, Vice Flotilla Commander and Flotilla Staff Officer positions including Career Counseling and Information Services. In addition to his current position with the District PS staff, he is serving as Flotilla Staff Officer for Marine Safety. Gene is qualified as an Instructor, Marine Dealer Visitor and Vessel Examiner as well as Crew. He has also qualified for the new Trident Award.

Recently, Gene was Financial Programs Manager for the NJ Department of Military and Veteran’s Affairs and currently serves as a Captain in the NJ Naval Militia commanding the 3rd Battalion

Ray Birnbaum is a 22 year member of the Auxiliary from Stamford, Connecticut. He has
served in numerous staff positions and served Flotilla 74 as VFC and FC in the late 1980s followed by VCP and DCP of Division 7. Following a year as Administrative Assistant to Commodore John Twomey. Ray assumed the position of DSO-CC which he has held for the past 10 years. 1SR soon became one of the best districts in the nation in this program. He is now a plankholder in the new Coast Guard Academy Volunteer Partners program which will augment the Academy's Admissions Department. Having been FSO-PS for many years and a salesman by trade, Ray brings enthusiasm and vigor to the Personnel Services department particularly in recruitment and retention issues. He looks forward to a long and productive assignment in personnel services.

Formed U.S. Naval Sea Cadets LIBERTY DIVISION unit Sta.F.I. holding the position of Executive Officer left to become a Division Officer returning presently Liberty Division hold position of Supply Officer.

Roll out for the Boating World Magazine Subscription Cards is scheduled for mid October. The subscription cards will be inserted with ABC (PE) materials ordered from AUXCEN and should be handed out during classes. This should be done by either the instructors or the PS officers. Notice will be posted when the cards are available via AUXCEN.
